1. Call Meeting To Order
Chair Dennis Kussmann called the meeting to order at 2:00 p.m.
2. Roll Call

Shoreland Zoning Advisory Committee Members Excused: Tom O’Day (Waupaca & Wolf River), Joe Udoni (Realtor), Bob Underberg (Chain O’Lakes Property Owners Association), James Loughrin (County Board/Board of Adjustment) and Terry Murphy (Iola Lake District/County Board/Planning & Zoning Committee).
Others present: Gerald Murphy (County Board), Caroline Murphy (Town of Farmington) and Bob Steidl (Realtor).
Staff Present: Ryan Brown, Jean Gliniecki, Jeff Henneman and Jason Snyder.
3. Chair Kussmann read the Open Meeting Statement, “This meeting and all other meetings of this committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes, so the citizenry may be aware of the time, place and agenda of this meeting.”
4. Approve Agenda As Presented
Patricia Craig motioned to approve the agenda as presented. The motion was seconded by Chris Klein. Motion carried unanimously.
5. The Committee continued their review of the proposed amendments to the Waupaca County Shoreland Zoning Ordinance. A memo was handed out dated March 6, 2013, with a number of options.
4.23 ROADWAY SETBACKS Option 1 was chosen.
Note: Due to the number of variances in the 1990’s on road setbacks the Zoning Committee made a decision to measure from the road right-of-way versus the centerline of the road.
Patricia Craig motioned to approve Option 1 and to add the last sentence from Option 2. The motion was seconded by Terry Martin. Motion carried.

and State 50 feet from road right-of-way
County 42 feet from road right-of-way
Other 30 feet from road right-of-way
Where the road right-of-way is not marked by monuments on the property, its location shall be established by survey, properly monument and recorded.
4.23 (2) VISUAL CLEARANCE TRIANGLE A decision was not made, the Shoreland Advisory Committee would like to see diagrams.
Chris Klein motioned to accept Option 2. The motion was seconded by TJ Tooley.
TJ Tooley rescinded his motion.
Patricia Craig seconded the motion. The motion failed with a 4 to 9 vote.
5.41 Option 1 was chosen but eliminating 3) no parking in the reduced roadway setback.
Chris Klein motioned to approve Option 1 and to cross off #3. The motion was seconded by Terry Martin. Motion carried unanimously.
OPTION 1
The roadway setback for an undeveloped or redeveloped nonconforming lot may be reduced until a 30-foot deep building site is established provided:
1) the resulting roadway setback is not less than 20 feet from the road right-of-way where the lot allows construction of a garage which faces the roadway;
2) and not less than 10 feet where the lot does not allow construction of a residence or garage which faces the roadway;
3)
??no
parking area may be located in the reduced roadway setback area;
4) state highways shall comply with the provisions of Trans 233, Wisconsin Administrative Code; and
5) all other standards of the ordinance are met.
5.58 View Corridor: The Shoreland Advisory Committee discussed Option 1 with a maximum width of 60 feet. Questions were raised regarding filling (bringing in top soil to promote plant growth), what is clear cutting, and what is a view corridor?
TJ Tooley motioned to approve Option 1 inserting 60 feet instead of 100 feet. The motion was not seconded and the Committee decided to continue this discussion at the next meeting.
6. Public Comment. There was none.
The next meeting date will be Tuesday, April 16, 2013 at 12:30 p.m. in Room 1068 (County Board Room) at the Courthouse.

At 4:05 p.m., Terry Martin motioned to adjourn the meeting. The motion was seconded by Dennis Timm. Motion carried unanimously.
