SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

 

                                                                                                                                    January 12, 2015

                                                                                                                                    Courthouse, Waupaca

 

Chair Sorensen called the meeting to order at 3:30 p.m.

 

Present:           Jeff Dyer, Joe McClone, Carl Kietzmann, Maryann Snider, Gene Sorensen, Ken Van Dyke, Fred Zaug, Nancy Koeppen, and Joyce Boyer.

 

Also Present:   Roger Holman, Debbie Krogwold, and Pat Bruneau.

 

Sorensen gave the open meeting statement.

 

Motion by McClone, seconded by Koeppen to approve the agenda.  Motion carried.

 

Motion by Van Dyke, seconded by Zaug to approve the Nov. 10, 2014 minutes. Motion carried.

 

Sorensen opened the meeting for public comment. There was none.

 

There was not correspondence for Board action.

 

Holman reviewed the upcoming WIRMC Conference scheduled for Feb. 25-27 in Oconomowoc.  Van Dyke volunteered to attend the conference and represent the County.

 

Holman handed out and reviewed Waupaca County’s 2015 Processing and Transfer Facility brochure.  Holman noted the raise in the solid waste tipping fee, tires, and electronics.  Holman stated the raise in electronics is mainly for televisions due to a state-wide problem of lack of markets.  McClone recommended that for 2016 the moving of information for the designated route and secured loads be moved to the front of the brochure.

 

Holman handed out and reviewed the 2014 county recycling program municipal assessment.  The assessment process was approved by the member municipalities.  The assessment for 2014 will be $2.39 per capita or $100,126.66.  The recycling budget is projected to have over a $95,000 short-fall, so the assessment was set to cover this.  The municipalities were notified of the assessment in September, with the assessment due by March 1.  The invoice will be mailed out in the next couple of days.

 

Motion by Zaug, seconded by Boyer to issue the 2014 recycling municipal assessment of $2.39 per capita.  Motion carried.

 

Bruneau provided the Board with an overview of the 2014 projects and purchases.  The activities in 2014 included compactor and box replacement, paper shredding services were put on a permanent holding pattern, Graichen Sanitation was installed as service provider for pulls, Dynamic replaced Simms for e-waste recycling, Lamp Recyclers replaced Midwest for tubes and ballasts, a trial sort on plastics was implemented, insurance claims were issued for lightening damage, a front office collision, ice damage, and transfer door & header collision, and this last summer will be the first year in 5 years that won’t have an intern.

 

Holman noted that Bruneau, Krogwold, and the PTF staff should be commended for their dedication and work production this past year.

 

Krogwold updated the Board on the Manawa Recycling Center Pay-Per-Bag garbage program, Living Green Exhibit in the lower level of the Waupaca Library, and changes to the curbside and drop-off site recycling programs.  Krogwold reported on the Outagamie County MRF, with a recommendation that a tour be done in the future.

 

Holman updated the Board on the work being completed by the Revenue Generation Team and Privatization Team.

 

The next meeting was set for February 9, 2015 at 3:30 p.m.

 

Motion by Zaug, seconded by Koeppen to adjourn.  Motion carried.
