SOLID WASTE MANAGEMENT BOARD STUDY COMMITTEE

MEETING MINUTES

 Feb. 19, 2014                                                                                                                                                             Courthouse, Waupaca

Chair Van Dyke called the meeting to order at 2:00 p.m.

Present:           Joyce Boyer, Joe McClone, Ken Van Dyke, and Fred Zaug.

Also Present:   Roger Holman, Pat Bruneau, Debbie Krogwold and Mike Koles.

Van Dyke gave the open meeting statement.

Holman reported that Joyce Boyer has been appointed by Sorensen to serve on the Study Committee.

Motion by Zaug, seconded by Boyer to approve the agenda.  Motion carried.

Koles reviewed the proposed planning process on the future of recycling and solid waste programs in Waupaca County.  Koles stated the first meeting could be a review of the history of the County program and the current program.  The next 2 meetings would involve developing strategies for the program, including operation, funding, and expansion of the program.  Koles stated the final meeting would be a joint meeting of the 31municipalities and the Solid Waste Management Board Study Committee to make a recommendation on how to continue to fund the recycling program.

Krogwold handed out and explained information on the structure of the current program and what services are being offered.

Discussion followed on lack of State support for the program, options to fund the recycling program, how the PTF is run, and the make-up of the group to address the future of the recycling program.

Motion by Zaug, seconded by Boyer to move forward with the planning process as presented by Koles, Krogwold, and Holman.  Motion carried.

Motion by Zaug, seconded by Boyer to adjourn.  Motion carried.

The meeting adjourned at 3:15 p.m.
