MEETING MINUTES

Chair Sorensen called the meeting to order at 3:40 p.m.

 

Present:           Jeff Dyer, Nancy Koeppen, Joe McClone, Don Morgan, Maryann Snider, Gene Sorensen, Fred Zaug, Ken Van Dyke, and Joyce Boyer

 

Also Present:   Roger Holman, Pat Bruneau, and Debbie Krogwold

 

Sorensen gave the open meeting statement.

 

Motion by Koeppen, seconded by Boyer to approve the agenda.  Motion carried.

 

Motion by Boyer, seconded by Zaug to approve the January 13, 2014 minutes with the addition of Boyer attending the conference.  Motion carried.

 

Sorensen thanked Don and Bev Morgan for the birthday treat (celebrating Don’s birthday).

 

Sorensen opened the meeting for public comment.  There was none.

 

There was no correspondence for Board action.

 

Holman reported that Boyer, McClone, Sorensen, Van Dyke, Zaug, Krogwold, and Jack Penney are signed up for the Wisconsin Integrated Resource Management Conference.

 

Krogwold attended the Iola Area Recycling Commission annual meeting.  The Center’s Pay-per-Bag tag charge increased from $2 to $2.50 at the start of 2013.  The use of this program continued to increase despite of the tag charge, resulting in additional revenue to help offset recycling operations.

 

Holman reported that the Town of Wyoming has notified the County of their intent to leave the County Recycling Program.  Holman explained that this request is in response to the County notifying the communities of a possible assessment.  Holman stated that they will work with the Township to discuss their options. 

 

Krogwold reported on the Recycling Program Planning Process.  Four meetings have been scheduled to review the county-wide recycling program past to present and what the future might hold due to budget constraints.  Representatives of municipal recycling collection programs, the SWMB, the Recycling Implementation Council, and staff will all take part in the dialogue.  Mike Koles, UW-EX Community Development Educator, will facilitate the meetings.  The first meeting is scheduled for Thursday, March 20, at 4pm.  The process overview and agenda will be mailed.

 

Krogwold stated that the 2014 Home Show will be Saturday and Sunday, March 29-30.  The Department will staff a booth again this year showcasing all of the recycling and solid waste programs/services offered.  Staffing the booth will be Kristy Harris, Sue Helgeson, Andrea Moore, and Krogwold.

 

 

Bruneau updated the Committee on the operation of the PTF.  Bruneau noted the cold has been very hard on the operations, with doors, equipment, and staff being put to the test to deal with the extreme cold.  Bruneau reported the front-end loader experienced a major failure with the transmission failing.  Bruneau stated the failure should be covered under warranty.

 

Krogwold reported that the Goodwill drives held each May in Iola and Clintonville will be discontinued this year.  According to Goodwill, the cost to conduct these drives cannot be justified based on the amount of material collected.  Krogwold stated that she plans to contact the organizers of the local rummage sale events to discuss what opportunities exist locally, i.e. local Thrift Store or volunteers to transport to a nearby Goodwill Store, to keep rummage sale leftovers out of the landfill.   

 

Krogwold stated that the Federal Drug Enforcement Agency medication take-back day is scheduled for Saturday, April 26.  In addition to the four year-round medication collection drop-boxes (Clintonville/New London/Weyauwega police departments, Waupaca County Sheriff Department), there will be three additional locations that will accept prescription and over-the-counter medications 10 am to 2 pm that day:  City of Waupaca Police Department, City of Manawa Police Department, and the City of Marion Police Department.   

 

Holman reported the Management Team is working on Department Head evaluations, CIP and waiting for direction on the strategic plan process.

 

The next meeting was set for March 10, 2014 at 3:30 p.m.

 

Motion by Zaug, seconded by McClone to adjourn.  Motion carried.
