MEETING MINUTES

 

October 14, 2013

Courthouse, Waupaca            

                                                                                                                       

Chair Sorensen called the meeting to order at 3:30 p.m.

 

Present:           Jeff Dyer, Nancy Koeppen, Joe McClone, Don Morgan, Maryann Snider, Gene Sorensen, Fred Zaug, and Joyce Boyer (Ken Van Dyke excused)

 

Also Present:   Roger Holman, Pat Bruneau, Debbie Krogwold, Jane Haasch, Helen Pohl, Pat Timm and Hailey Johnson

 

Sorensen gave the open meeting statement.

 

Motion by Koeppen, seconded by McClone to approve the agenda.  Motion carried.

 

Motion by Boyer, seconded by Morgan to approve the August 12, 2013 minutes.  Motion carried.

 

Sorensen opened the meeting for public comment.  There was none.

 

There was no correspondence for Board action.

 

Jane Haasch provided information on the Clean Energy Choice.  Haasch explained that communities, organizations, and businesses are encouraging the state legislators to change the law to allow 3rd parties to invest and install solar panels and other energy devices on somebody else’s property and sell the energy to the power companies.  Discussion followed with Helen Pohl and Hailey Johnson providing examples on now the change in law would benefit private property.  Zaug questioned the impact on power companies.

 

Motion by Boyer, seconded by McCone to recommend the adoption of the Clean Energy resolution.  Motion carried with Zaug voting no.

 

Haasch, Pohl, and Timm discussed the commitment to sustainability.  Haasch noted that Waupaca County has taken past action such as upgrading the lights and heating system which demonstrates a commitment to sustainability.  Discussion followed on how the County could continue to lead with Timm pointing out that County owned land that is currently being farmed could be converted to grassland which is more sustainable.

 

Boyer recommended language changes to the resolution including adding the word inspire before sustainability in the title and in the last line and also adding the word toxic before synthetic under number 2.

 

Motion by McClone, seconded by Dyer to recommend the adoption of the Commitment to Inspire Sustainability resolution with Boyer’s recommended changes.  Motion carried.

 

Zaug, McClone, Sorensen and Boyer reported on the NEWCMG Integrated Waste Conference held in Waupaca on October 2-3.  All felt it was a very good conference.

 

Holman presented information on a special assessment for recycling.  Discussion followed on how it would be implemented.  No action was taken.

 

Holman, Krogwold, and Bruneau presented the proposed user fees for 2014.

 

Motion by McClone, seconded by Zaug to adopt the user fees as presented.  Motion carried.

 

Krogwold reported on the upcoming one day medication collection scheduled for October 26 at various sites around the County.

 

Bruneau reported the PTF is preparing for the winter activities.

 

Holman reported the Management Team is working on CIP, 2014 budget and evaluations.

 

The next meeting was set for November 11, 2013 at 3:30 p.m.

 

Motion by Koeppen, seconded by Morgan to adjourn.  Motion carried.
