SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

 

August 12, 2013

Courthouse, Waupaca            

                                                                                                                       

Chair Sorensen called the meeting to order at 3:30 p.m.

 

Present:           Jeff Dyer, Nancy Koeppen, Joe McClone, Don Morgan, Maryann Snider, Gene Sorensen, Ken Van Dyke, Fred Zaug, and Joyce Boyer

 

Also Present:   Roger Holman and Debbie Krogwold

 

Sorensen gave the open meeting statement.

 

Motion by Zaug, seconded by Koeppen to approve the agenda.  Motion carried.

 

Motion by Boyer, seconded by Van Dyke to approve the June 10, 2013 minutes.  Motion carried.

 

Sorensen opened the meeting for public comment.  There was none.

 

There was no correspondence for Board action.

 

Holman handed out information on the NEWCMG/WCSWMA Fall Conference being held in Waupaca on Oct. 2-3.  Holman asked the Board members to notify Kristy Harris by Sept. 13 if they wish to attend.

 

Holman handed out and reviewed the proposed 2014 Solid Waste & Recycling budgets.  Holman stated the budget has a 0% operations increase.  Discussion followed on how to fund the recycling program with the loss of State funding and reserve funds.  Holman stated at this time they will move forward with the municipal assessment formed in the agreement and continue to explore other options, such as a special tax levy assessment.

 

Motion by Zaug, seconded by McClone to recommend a 2014 Solid Waste & Recycling budget of $862,931.51 expenditures and $739,225.19 revenues for a $123,706.32 tax levy impact.  Motion carried.

 

Krogwold handed out information on the upcoming Waupaca County Fair and asked the Board members to consider working the Solid Waste & Recycling booth.

 

Holman reported the Solid Waste/Recycling Dept. and PTF have removed the disposal fee for brush and trees until August 17 due to storm damage and may extend this another week.  To date, 236 compliance fees have been imposed, Joe Barden has completed the Hazardous Waste workshop and is handling a lot of the Hazardous Waste work, the magnetic sweeper is working great, the Hwy. Dept. will be repairing pavement and concrete throughout the site, and the new tires for the loader are in.

 

Krogwold updated the Board on the compost work being completed by Jenna Keith, intern from UW-Stevens Point.  Krogwold noted that Jenna’s work will be applied to future compost activities at the PTF.  Krogwold stated that Jenna will be done with her internship at the end of the month.  Jenna has worked out very well.

 

 

 

Holman reported the Management Team is working on CIP, Dept. head evaluations, and the 2014 budget.

 

The next meeting was set for Sept. 12 at 3:30 p.m.

 

Motion by Koeppen, seconded by Boyer to adjourn.  Motion carried.
