SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

 

                                                                                                                                    March 11, 2013

Chair Sorensen called the meeting to order at 3:30 p.m.

 

Present:           Jeff Dyer, Nancy Koeppen, Joe McClone, Don Morgan, Maryann Snider, Gene Sorensen, Ken Van Dyke, Fred Zaug, and Joyce Boyer

 

Also Present:   Roger Holman, Debbie Krogwold, Pat Bruneau, Advanced Disposal –Rick Koehler and Dale Marth.

 

Sorensen gave the open meeting statement.

 

Motion by Morgan, seconded by Zaug to approve the agenda.  Motion carried.

 

Motion by Van Dyke, seconded by Koeppen to approve the February 11, 2013 minutes with the addition of Jack Penney attending the Wisconsin Integrated Resource Management Conference.  Motion carried.

 

Sorensen opened the meeting for public comment.

 

Dale Marth and Rick Koehler introduced themselves as representatives of Advanced Disposal, formally Veolia . Marth and Koehler gave background information on Advanced Disposal, the services they offer, and expressed an interest in working with the County in the future.

 

Sorensen thanked Marth and Koehler.

 

There was not correspondence for Board action.

 

Sorensen and Van Dyke presented information on the Wisconsin Integrated Resource Management Conference they and Jack Penney attended in Green Bay on February 21st and 22nd.  Sorensen stated he and Penney attended sessions on “What Makes People Behave the Way They Do,”” Improving Recycling from Multiple Angles,” “Use of Foundry Sand By-Product in a Landfill Cap and Liner,” and “Plastic Recycling.”  Van Dyke noted he also attended a session on “Establishing a Statewide Sustainable Take-Back Program for Pharmaceuticals.”

 

Krogwold updated the Board on some minor changes to the Recycling Ordinance revisions.  Holman noted the ordinance will be going to the County Board for approval on March 19th.

 

Krogwold presented a PowerPoint presentation on the County’s medication collection program.  The PowerPoint included a history of the program from 2007-present moving from one day collections to permanent drop boxes at Clintonville, New London, Weyauwega Police Departments and the Waupaca County Sheriff’s Department.  She also discussed the protocol, pounds collected in 2012 (1,239 pounds), and the cooperative effort of law enforcement.  Discussion followed on cost, disposal, and what can be collected.  Holman noted that Krogwold will be presenting the PowerPoint to the County Board on March 19.

 

Holman handed out and reviewed the yellow flyer, “Waupaca County’s 2013 Solid Waste & Recycling Programs.”  Programs for 2013 includes medication disposal, home composter sales, HHW clean sweep, tire round-up, Goodwill collection, appliance round-up, electronics recycling and oil filter recycling.

Bruneau updated the Board on activities at the PTF including the secured and covered load policy being in place, loader bids being prepared, rent out for the May 8th opening, 50 yard open top box modifications, shredder rebuild and upgrade, conveyor maintenance, and establishing electrical service at the compactor for service.

 

Holman reported that the Management Team is finishing up the evaluation process review, working on 2014 budgets, and finishing the planning work for the Highway and Maintenance Departments.

 

The next meeting was set for April 8, 2014 at 3:30 p.m.

 

Motion by Koeppen, seconded by Van Dyke to adjourn.  Motion carried.
