SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

                                                                                                                                                     February 11, 2013

                                    Courthouse, Waupaca

 

Chair Sorensen called the meeting to order at 3:30 p.m.

 

Present:           Jeff Dyer, Don Morgan, Maryann Snider, Gene Sorensen, Ken Van Dyke, Fred                        Zaug  

 

Also present:  Roger Holman and Debbie Krogwold.

 

Sorensen gave the opening meeting statement.

 

Motion by Dyer, seconded by Zaug to approve the agenda.  Motion carried.

 

Motion by Van Dyke, seconded by Dyer to approve the January 14, 2013 minutes.  Motion carried.

 

Sorensen opened the meeting for public comment.  There was none.

 

Holman handed out a letter from Jane Larson, Clean Sweep and Worker Protection Specialist, DATCP.  The letter commended Krogwold and others involved in the medication collection program.  Larson noted the excellent outreach efforts and partnerships “showing a strong commitment to protect the environment and the public by securing and disposing of unwanted prescription drugs.”

 

The Board members noted the excellent job Krogwold had done and recommended the letter be shared with the County Board.

 

Holman noted that Van Dyke and Sorensen are signed up for the WIRMC conference scheduled for February 21-22 in Green Bay.

 

Krogwold updated the board on the Iola Area Recycling Committee Meeting.  Their group has raised their pay by the bag stickers to $2.50 per bag.

 

Krogwold carried out a review of the proposed revisions to the County Recycling Ordinance.  Discussion followed.  Holman stated they would like to provide the proposed revisions to the County Board at their next meeting with adoption in March.

 

Motion by Zaug, seconded by Van Dyke to approve the Recycling Ordinance amendments and recommended adoption to the County Board.  Motion carried.

 

Holman updated the Board on the land rented by Keary Drath around the PTF for farming.  Holman stated that Drath is interested in renting the land for another 5 years at the current rate of $91 per acre.  Holman stated that Drath was granted a one year extension at the $91 per acre and this is a fair rental rate based on the rental rates in Waupaca County.  Discussion followed on where the money goes, and the farming plans Drath has to follow.

 

Motion by Van Dyke, seconded by Zaug to extend the land rental agreement with Keary Drath for farming at $91 per acre with the funds put in the solid waste account.  Motion carried.

Holman reviewed the proposed non-lapsing project for potential 2012 funds being carried over into 2013.  The project included scale office doors, towable magnetic sweep, 50 yard open top box retrofit, asphalt replacement, loader back up trucks and other minor projects.

 

Motion by Zaug, seconded by Morgan to recommend the projects for non-lapsing funding.  Motion carried.

 

Holman reported the PTF operations has entered into the no warning phase regarding securing and covering load,  Bruneau is updating the HHW manuals and scheduling HHW training,   JDQ’s are being written for the companies of the DEN positions at the PTF,  the security systems are installed and working, salt and sand spreader is working well and the staff thanks the Board, and  the shredder and aluminum can flattener are both knocked down and in the process of being rebuilt.

 

Holman reported the Management Team is waiting for the Governor’s proposed budget before starting work on the 2014 budget, finishing up the evaluation process and completing strategic planning for the Maintenance and Highway Departments.

 

The next meeting was set for March 11, 2014 at 3:30 p.m.

 

Motion by Van Dyke, seconded by Zaug to adjourn.  Motion carried.
