SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

                        Nov. 26, 2012

                        Courthouse, Waupaca

Chair Sorensen called the meeting to order at 3:30 p.m.

 

Present: Don Morgan, Ken Van Dyke, MaryAnn Snider, Fred Zaug, Gene Sorensen, Joe McClone, and Jeff Dyer.

 

Also present:      Roger Holman and Debbie Krogwold.

 

Sorensen gave the open meeting statement.

 

Motion by Van Dyke, seconded by Zaug to approve the agenda.  Motion carried.

 

Motion by Zaug, seconded by McClone to approve the minutes of Oct. 8, 2012.  Motion carried.

 

Sorensen opened the meeting for public comment.  There was none.

 

Krogwold reported that she had been and will be attending Town board meetings for those municipalities that will be switching to single-stream recycling to explain the program and arrange for new or amended recycling contracts. 

 

Holman handed out the 2013 Tipping Fee and Holiday Hours letter that will go out to the PTF accounts and municipalities.  Holman noted this letter provides information on the PTF’s 2013 fees and days the facility is closed.

 

Krogwold updated the Board on the timeline for curbside transition to single stream.  The Town of Fremont and City of Marion currently have single stream.  In December, the Townships of Bear Creek and Union, and the Village of Fremont will have single-stream.  The Townships of Caledonia and Dupont will follow in January of 2013.  Revised Recycling Guidelines will be mailed to all residents in the affected municipalities.  A few municipalities will see their frequency of service for recycling change from once a month service to biweekly or weekly service. 

 

Krogwold reviewed the progress on revision of the Recycling Ordinance.  The definition section is completed as well as statutory code number changes, and includes newly banned items such as electronics, oil filters, and oil absorbents.  General requirements will be reviewed next.  Timeline to have revised ordinance to Corporation Council by early January is on track.

 

Holman and Krogwold reviewed the 2013 PTF brochure.  Holman noted that the brochure is on the Solid Waste/Recycling website along with other information about the program.  Holman noted he is attending a social media class to see if there is a role for promotion of the County’s programs.

 

Holman reported that the security system is being installed at the PTF and they are preparing for modifying the processing schedule based on the impacts of curbside recyclables going to Outagamie County. The staff is preparing the facility for the upcoming winter.

 

Holman reported the Management Team is starting the 2014 budget process and working on the evaluation process.

 

The next meeting was set for January 14, 3:30 at the Courthouse.

 

Motion by Van Dyke, seconded by Zaug to adjourn.  Motion carried.
