SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

 

                                                                                                                                                Oct. 8, 2012                                                                                                                                                                PTF, Manawa

 

Chair Sorensen called the meeting to order at 4:00 p.m.

 

Present:           Jeff Dyer, Nancy Koeppen, Maryann Snider, Joe McClone, Gene Sorensen, Ken Van Dyke, and Fred Zaug.

 

Also Present:   Roger Holman, Pat Bruneau, and Debbie Krogwold.

 

Sorensen gave the open meeting statement.

 

Motion by Koeppen, seconded by Zaug to approve the agenda.  Motion carried.

 

Motion by Van Dyke, seconded by McClone to approve the minutes of Sept. 10, 2012.    Motion carried.

 

Sorensen opened the meeting for public comment.  There was none.

 

The Board completed a walking tour of the PTF and grounds.

 

Bruneau reported on how the PTF is operated.

 

Bruneau presented quotes for a security system.  Bruneau explained how the system will provide for a more efficient and safe operation.  The security system will also allow for monitoring of the front office activities.

 

Motion by Zaug, seconded by McClone to purchase the security system from H&S Protection System for $18,700.  Motion carried.

 

Bruneau presented an estimate of $2600-$2700 for the purchase of a salt/sand spreader.  Discussion followed on the impact to the Hwy. Dept.

 

Motion by McClone, seconded by Zaug to purchase a salt/sand spreader for $2700.  Motion carried.

 

Bruneau presented an estimate of $3250 for the purchase of a wire stripper.  Bruneau explained the value of stripping wires and increasing revenue.

 

Motion by Zaug, seconded by Dyer to purchase a Strip-Tee Wire wire stripper for $3250.  Motion carried.

 

Holman updated the Board on contracts.  Holman stated that they are recommending extending the contract with Harter’s Fox Valley Disposal for 2 years.  Holman stated the recommendation is based on over 2 years of good service.

 

Motion by Zaug, seconded by Koeppen to extend the contract with Harter’s Fox Valley Disposal for 2 years.  Motion carried.

 

Holman reviewed the definition for a hauler that Jeff Siewert is recommending be changed in the County Recycling Ordinance to allow for better enforcement of the designated route.  Discussion followed in the problem with non-compliance of the route and tarping of loads.

 

Motion by Zaug, seconded by Koeppen to recommend changing the proposed hauler definition in the County Recycling Ordinance.  Motion carried.

 

There was no correspondence for Board action.

 

Holman reported that Zaug, Van Dyke, Sorensen, McClone, Boyer, Morgan, Krogwold, Jack Penney, and himself are signed up for the NEWCMG/WCSWMA Fall Conference Oct. 10 & 11 at the Comfort Inn and Suites Conference Center in Waupaca.

 

Krogwold reported on the status of single-stream collection at curbside.  Recycling guidelines are currently under revision.  Postcards will be mailed to residents in municipalities that will be converting to single-stream.  By the January 1, 2013, the majority of the curbside programs will be single stream. 

 

Holman reported that the 2013 budget has been presented to the Finance Committee.  The budget came in with an increase of approximately $127,000 which is what is allowed due to new construction.  The Finance Committee still needs to address new positions.  The budget will be read on Oct. 30 and acted on Nov. 13.

 

Holman reported that the Management Team finished up the 2013 budget and is waiting for the evaluation process to be finished so they can review it.

 

The next meeting is scheduled for Nov. 26 at 3:30.

 

Motion by Zaug, seconded by Koeppen to adjourn.  Motion carried.
