 MEETING MINUTES

 

July 21, 2011

WCI, Manawa

Vice-Chair Lance Penney called the meeting to order at 7:00 p.m.

 

Present:     Harold Schreiber, John Kohl, Paula Pagel, John Trambauer, Vance Knuth, Alvin Thiel, Bill Jonely, Jack Penney, Leonard Oppor, Roy Van Epern, Alice Brown, Nancy Bowen, Barbara Nollenberg, Mary Trice, Ken Van Dyke, Carol Myers, Margie Schmidt, Richard Lundt, Judy Zeuske, Bob Hoffmann, Pat Bruneau, Tyler Bastian, Roger Holman, and Debbie Krogwold.

 

L. Penney gave the open meeting statement.

 

Motion by Schreiber, seconded by Van Epern to approve the agenda.  Motion carried.

 

Motion by Trambauer, seconded by Thiel to approve the minutes of November 18, 2009.  Motion carried.

 

Introductions were made.

 

L. Penney opened the floor for nominations for Chair.

 

Motion by Jonely, seconded by L. Penney to nominate Les Prochnow for Chair.

 

L. Penney called for nominations 3 times.

 

Motion by Oppor, seconded by Thiel to close nominations and cast a unanimous ballot for Les Prochnow for Chair.  Motion carried.

 

L. Penney opened the floor for nominations for Vice-Chair.

 

Motion by Thiel, seconded by Jonely to nominate L. Penney for Vice-Chair.

 

L. Penney called for nominations 3 times.

 

Motion by Thiel, seconded by Oppor to close nominations and cast a unanimous ballot for L. Penney for Vice-Chair.  Motion carried.

 

L. Penney thanked the group.

 

Krogwold reviewed the market trends for the various recyclable commodities collected through the recycling program.  Graphs were handed out showing paper and plastic pricing from the year 2000 to present.  Krogwold stated that like any commodity traded on the stock market, recyclables are just as volatile.  Krogwold also handed out the list of markets that receive the recyclables collected in the county, stating that all of the markets are private businesses, emphasizing the importance of a public/private partnership for program success.

 

Krogwold handed out an overview of the county-wide solid waste and recycling program, breaking down the program into the various components that all contribute to a successful program:  collection, processing, marketing, and education.  Krogwold reviewed the list of special programs held annually including medication collection, appliance and tire roundups, Goodwill collection drives, and hazardous waste collection.   The 2010 Program result sheet was handed out.  The next medication collection will be held Oct 29, 2011 from 10 am to 2 pm at the Clintonville, Manawa, Marion, New London, Waupaca, and Weyauwega police departments.

 

Krogwold updated the Council on the electronics collection program and the new oil filter program.  Electronics are collected at the PTF year-round.  Oil filters are accepted at all five drop-off centers and the PTF.

 

Holman updated the Council on the impacts of the recently passed State Budget.  Holman reported that the recycling program was left intact but the funding was cut by approximately 40%.  For Waupaca County the cut is approximately $90,000.  Holman noted the cut was also made in the 2011 budget.

 

Holman stated that at the last meeting the Council voted to use the reserve fund to offset the loss of revenue.  Holman stated the staff has been working very hard to keep costs down, but there are very few areas where cuts can be made.  Holman stated the options are to cut programs, assess the municipalities, or use the reserve fund ($210,000) to offset the loss of funds from the State.  Discussion followed on the options.

 

Motion by Lundt, seconded by Thiel to use $90,000 of the reserve fund to offset the loss of State funds.  Motion carried.

 

Holman asked the Council to consider other program funding options.  Discussion followed with Holman asking the Council to submit their ideas to him or Krogwold.

 

The next meeting will be called by the Solid Waste staff.

 

Motion by Jonely, seconded by Oppor to adjourn.  Motion carried.
