SOLID WASTE MANAGEMENT BOARD STUDY COMMITTEE

MEETING MINUTES

 June 27, 2012                                                                                                                                                             Courthouse, Waupaca

Chair Van Dyke called the meeting to order at 2:00 p.m.

Present:           Joe McClone, Gene Sorensen, Ken Van Dyke, and Fred Zaug.

Also Present:   Roger Holman, Pat Bruneau, and Debbie Krogwold.

Van Dyke gave the open meeting statement.

Motion by Sorensen, seconded by Zaug to approve the agenda.  Motion carried.

Holman, Bruneau, and Krogwold reviewed the Solid Waste & Recycling programs revenue sources and cost centers.  Discussion occurred on the many options.  The staff was directed to bring back recommendations for funding options.

Krogwold explained the impacts of switching to single-stream curbside collection of recyclables.  Impacts included loss of revenue, loss of grant funds, higher costs, the PTF not able to process the material, lower cost for Towns, higher recycling rate, and impacts to the drop-off sites.  Discussion followed with Holman suggesting that curbside programs be allowed to direct their recyclables to the Outagamie County facility for processing.  The staff was directed to provide an analysis of this option.

The next meeting is scheduled for July 9 at 2:00.

Motion by McClone, seconded by Sorensen to adjourn.  Motion carried.

The meeting adjourned at 3:30 p.m.
