SOLID WASTE MANAGEMENT BOARD

MEETING MINUTES

 

                        Feb. 13, 2011

                        Courthouse, Waupaca

 

Chair Sorensen called the meeting to order at 3:30 p.m..

 

Present:           Gene Sorensen, Jeff Dyer, Nancy Koeppen, Darrell Handrich, Maryann Snider, Jack Penney, Ken Van Dyke, and Don Morgan.

 

Also Present:   Roger Holman, Pat Bruneau, and Debbie Krogwold.

 

Sorensen gave the open meeting statement.

 

Motion by Koeppen, seconded by Handrich to approve the agenda.  Motion carried.

 

Motion by Handrich, seconded by Koeppen to approve the January 9, 2012 minutes.  Motion carried.

 

Sorensen opened the meeting for public comment.  There was none.

 

Holman noted that Handrich, Penney, and Van Dyke are registered for the WIRM Conference in Wisconsin Dells on Feb. 29-March 2.

 

Krogwold attended the Iola Recycling Commission meeting January 26The Recycling Center expanded Saturday’s hours of operation by one hour.  The new hours are 8 am – 1 pm Saturday year round as well as every Thursday, 1 – 4 pm.  She also reported that participation in the Pay-by-the-Bag garbage program continues to increase and the site attendant’s wage was increased $1.00 per hour.

 

Holman presented the following bill for approval:

Motion by Van Dyke, seconded by Snider to approve the payment of the bills.  Motion carried.

 

Krogwold reported there are currently two permanent medication drop locations in the County, the Waupaca County Sheriff’s Department and the New London Police Department.  Another box will be ordered for the City of Clintonville Police Department.  The City of Weyauwega Police Department is looking into one as well.  The Federal Drug Enforcement Agency (DEA) will be offering another medication collection April 28 at local police departments.

 

Krogwold updated the Board on the Town of Dupont waste sort project.  On Monday, Feb 20, Graichen will initially weigh in at the PTF.  Krogwold will follow the truck to document the number of stops.  The waste collected in the township will be brought to the PTF, truck will weigh in full, dump load in transfer, then weigh out.  A sample from the load, approximately 10% of the weight, will be taken and set aside.  On Feb 21, the sample will then be sorted into various categories and weighed.  The main objective of the sort is to assess how well residents are recycling and to signal out areas that require additional educational outreach.

 

Holman reported he attended a public hearing on January 17 in the Town of Little Wolf addressing the issue of increased traffic on Swan Road and debris on the road.  Holman handed out and received the information he passed out at the meeting.  Holman stated the Town is currently reviewing their options and waiting to see if the actions taken by the County will have an impact.

 

Holman reported that when the PTF was opened, the Solid Waste Management Board designated the route from Cty B to Murray to Swan as the official route to the PTF.  Holman noted Siewert is determining if this route, which is covered under the Recycling Ordinance, is enforceable and, if not, what the County’s options would be.  The Sheriff’s Dept. has been contacted to determine their role.

 

Bruneau & Holman reviewed the policy for receiving secured loads at the PTF.  The secure load will start March 1, 2012, with full enforcement implemented Sept. 1, 2012.  After Sept. 1 all loads that come in that are not secured will be rejected.  Holman discussed some of the concerns that the Little Wolf Town Board raised concerning rejection of a load and solid waste being dumped along the road.  Holman asked the Board if they would like to set an option to pay a fee to be able to dump.

 

The Board requested proposals for selling tarps and a non-compliance fee.

 

Holman reported that the Management Team is working in a number of areas including policies related to County property, a vision process with the Hwy. Dept., and 2013 budget.

 

Krogwold reported that markets have shown an increase in the first quarter of 2012 after a slight decrease at the end of 2011.  Cardboard is showing a $10 - $15 per ton increase for a February market price of $105 to $110 per ton.  The Burning News publication has been revised and is at the printers.  County-wide distribution is set for the later part of March.  The Home Show will take place at the Expo Center in Waupaca March 31 and April 1.  Krogwold asked if anyone is interested in a shift staffing the booth to let her know.

 

Bruneau updated the Board on the activities at the PTF, noting that due to increased usage there has been limited time for equipment maintenance.  Holman noted they are having problems getting casual workers on Friday, which has put processing further behind.

 

Holman asked Snider, Van Dyke, Dyer, and Koeppen if they were still interested in serving on the Board.  All indicated yes.  This will be placed on the next Solid Waste Management Board agenda meeting for action.

 

The next meeting was set for March 12 at 3:30 p.m.

 

Motion by Koeppen, seconded by Handrich to adjourn.  Motion carried.
