WAUPACA COUNTY PUBLIC PROPERTY COMMITTEE

MINUTES – June 13, 2014

 

Chr. Johnson called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call.   Chr. Johnson, Suprs. Boyer, Zaug, and Rohan present with Supr. Spierings excused.  Others present:  DuWayne Nickel, Leighton Trice and Steve Hart.

 

Review and Approve agenda.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to approve the amended agenda.  The motion carried without a negative vote.

 

Review and Approve minutes.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to approve the minutes of the May meeting.  The motion carried without a negative vote.

 

No Public Comment.

 

Lactation Room – Personnel Director Mandy Welch reported that under Health Care Reform a room must be provided for nursing mothers.  There is a room available on second floor, Lakeview Manor, and the Law Enforcement Center.  Some of these rooms are not ideal and a more permanent room may need to be considered for the Courthouse. 

 

Farm Rental Land, Town of Royalton – DuWayne Nickel has agreed to remove the stumps and brush along the fence line.  In exchange he would like to extend his contract for an additional 3 years at $175 an acre.  Supr. Rohan estimated that it would cost approximately $10,000 to remove the stumps and brush.  Motion:  Supr. Boyer moved and Supr. Rohan seconded the motion to extend the current land rental to DuWayne Nickel for 3 additional years (2015-2019) at $175 per acre with the understanding that he will remove the stumps and brush.  If the land is sold, DuWayne Nickel can remove the crops.  The extended contact will expire on November 1, 2019.  The motion carried without a negative vote.

 

Lakeview Manor Charter Communications Update – Chr. Johnson reported that Charter Communication will run 2 conduits under the railroad tracks up to the edge of the field.  One pipe will be used now for telephone service and the other will be reserved for future use.

 

Legislative & Judicial Security Concerns – Judge Kirk has sent a letter to the Legislative & Judicial, Ethics, Safety & Security Committee requesting the need to budget for security.  Currently, if the courts request security, it comes out of the sheriff’s budget.  Supr. Boyer stated that it is important that someone look into this and that the Courthouse needs a security plan.  Chr. Johnson stated that the Public Property Committee takes security seriously and would like to see the management group and floor directors involved in training.

 

Maintenance Updates – Leighton Trice.   

 

Front Line Security Buttons – Leighton reported that he is still waiting for a written proposal from the security company.

 

Verizon Tower Update – The tower is gone and the building has been removed.  The cement slab remains.  Leighton would like to build a shed on the slab to store equipment.  Motion:  Supr. Zaug moved and Supr. Boyer seconded the motion allowing Leighton Trice to build a shed on the cement slab, with City of Waupaca approval.  The motion carried without a negative vote.

 

Maintenance on Buildings & Parking Lots – Leighton carried over $15,000 from the front parking lot maintenance.  The Highway Department just seal coated their parking lot using a different method.  Supr. Rohan will check on how it was done.  Leighton would also like to replace the parking lot lights with LED lights if funds are still available.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to seal coat the courthouse parking lot not to exceed $15,000.  Leighton will look at options.  The motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Zaug moved and Supr. Rohan seconded the motion to adjourn the meeting at 10:00 a.m.  Meeting is adjourned.
