WAUPACA COUNTY PUBLIC PROPERTY COMMITTEE

MINUTES – November 13, 2013

 

Chr. Mares called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call.   Chr. Mares, Suprs. Boyer, Johnson, Morgan, and Zaug present. Others present:  Steve Hart, Leighton Trice, Mary Kay Poehlman, Chuck Price, representatives of Clarity Care, Barb Salemi and T im Cook.

 

Review and Approve agenda.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to approve the agenda.  The motion carried without a negative vote.

 

Review and Approve minutes.  Motion:  Supr. Johnson moved and Supr. Boyer seconded the motion to approve the minutes of the previous meeting, October 10, 2013.  The motion carried without a negative vote.

 

No Public Comment.

 

Beacon House Property.  DHHS Director Chuck Price told the committee that the DHHS Board, at their October meeting, made a decision not to install the sprinkler system at Beacon House as required by law.  The residents of Beacon House are not Waupaca County clients and Waupaca County is only the landlord of the property.  Clarity Care would be interested in purchasing the house and installing the sprinkler system.  The DHHS Board has decided to maintain McKinley House in Clintonville but Clarity Care would possibly be interested in purchasing McKinley House.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to obtain an appraisal on Beacon House and proceed with the sale.  The motion was carried without a negative vote.  Clarity Care was also given permission to inspect Beacon House.

 

Property at County Farm, Town of Royalton.  Supr. Morgan questioned the sale of property surrounding Lakeview Manor and what the best use of the property would be.  Motion:  Supr. Morgan moved and Supr. Zaug seconded the motion to obtain a strategic plan/study before any property surrounding Lakeview Manor is sold.  The motion was carried without a negative vote.  

 

Maintenance Updates – Leighton Trice.   

 

a.    Transfer Switch.  The transfer switch on the jail generator will not switch over to the generator when the power goes out.  The switch passed inspection 1 month before it failed.  Leighton reported that the cost of a new switch is approximately $5,000 plus installation, not to exceed $10,000.  Motion:  Supr. Boyer moved and Supr. Johnson seconded the motion to replace the transfer switch at a cost not to exceed $10,000  The motion was carried without a negative vote. 

 

b.    Courthouse Roof.  The roof is now completed.  Leighton is holding $10,000 of the final payment until the final inspection.

 

Adjourn.  Motion:  Supr. Zaug moved and Supr. Johnson seconded the motion to adjourn the meeting at 9:50 a.m.  Meeting is adjourned.
