WAUPACA COUNTY PUBLIC PROPERTY COMMITTEE

MINUTES – September 12, 2013

 

Chr. Mares called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call.   Chr. Mares, Suprs. Boyer, Johnson, Morgan--excused, and Zaug present. Others present:  Mary Robbins, Barb Horn, and Leighton Trice.

 

Review and Approve agenda.  Motion:  Supr. Zaug moved and Supr. Boyer seconded the motion to approve the agenda.  The motion carried without a negative vote.

 

Review and Approve minutes.  Motion:  Supr. Boyer moved and Supr. Johnson seconded the motion to approve the minutes of the previous meeting, August 8, 2013.  The motion carried without a negative vote.

 

No Public Comment.

 

Corporation Counsel Office.  Corporation Counsel Legal Assistant Barb Horn explained that their office is in need of new shades for their office.  They haven’t had them changed since 1990 when the building was first built.  They would like the type of solar shade that Clerk of Courts office recently had installed that blocks out the UV rays, but let’s you see outside.  They have received a quote from Stu’s for the shades and installation of $1,914.00; they do not have this money in their budget.  Committee discussed using the money in the Public Property budget and stated that use of this money would be strictly on a case by case basis.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to approve the purchase of the solar shades and installation for an amount not to exceed $2,000.00 from the Public Property budget.  The motion carried without a negative vote.

 

In-Rem Property.

Barb Horn spoke on property foreclosures in years past they were taken every 3 years and now the law has changed to a minimum of 2 years, unless they pay some amount on the back taxes.  Barb provided the committee with a list of delinquent properties from 2008 until the present.

 

Waupaca County received bids for 2 parcels—a bid from John & Jeannie Brendel in the amount of $5,400 for Lot 45 of Foxfire Country Estates located in the City of Waupaca.  A bid from Walter & Faith Janusz for Lot 48 in the Foxfire Country Estates, City of Waupaca for a total of $6,001.00.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to have the County Treasurer accept the bid from Walter & Faith Janusz for lot 48 in the amount of $6001.00 for Lot 48 of Foxfire Country Estates and to Deny Mr. & Mrs. John Brendel’s low bid of $5,400 for Lot 45 of Foxfire Country Estates.  The motion carried without a negative vote.

 

 

Maintenance Updates – Leighton Trice.

 

a.     Strategic Planning Presentation.  Will be presented at a future meeting.

b.    2014 Budget.  Leighton presented his 2014 Budget to the committee.  The budget was at a zero balance, however, the Sheriff’s Dept. needs to go back to having the Administration areas professionally cleaned again.  Maintenance was doing this, but they are short staffed and were putting in extra hours to do this job.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to approve forwarding this budget to the Finance/HR Committee for further review.  The motion carried without a negative vote.

c.     Retirement.  Leighton informed the committee that Bob Solberg would be retiring on October 25, 2013.  They will need to start the recruitment process.  They did budget health insurance at the Family rate for this position.

 

Adjourn.  Motion:  Supr. Boyer moved and Supr. Zaug seconded the motion to adjourn the meeting at 10:00 a.m.  Meeting is adjourned.
