WAUPACA COUNTY PUBLIC PROPERTY COMMITTEE

MINUTES – July 13, 2012

 

Chair Lloyd Mares called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call.   Chr.  Mares, Suprs. Boyer--excused, Johnson, Morgan and Zaug, all present.  Others present:  Leighton Trice, Mary Robbins, Clyde Tellock, Jeff Larsen and Leighton Trice.

 

Review and Approve agenda.  Motion:  Supr. Zaug moved and Supr.  Johnson seconded the motion to approve the revised agenda.  The motion carried without a negative vote.

 

Review and Approve minutes.  Motion:  Supr. Johnson moved and Supr. Morgan seconded the motion to approve the minutes of the previous meeting.  The motion carried without a negative vote.

 

IN-REM PROPERTY-OPEN BIDS. Clyde Tellock.  Clyde explained to the committee that after the notice was properly posted any and all bids were accepted, we have received 3 additional proposals that the committee is able to accept, modify or reject.

 

Listing No. 1, Parcel #05-35-72-55, E1888 Amy Street, Town of Farmington. Jeffrey L. Larsen, N112 Clarks Mill Rd., Weyauwega, WI  54983.  Mr. Larsen offered $12,000 for the entire property and its contents as is.  Clyde did say that there may be a mold problem in the house, Mr. Larsen is aware of this fact.  Motion:  Supr. Zaug moved and Supr. Johnson seconded the motion to accept the proposal in the amount of $12,000 as is, to get this back on the tax rolls.  The motion carried without a negative vote.  Mr. Larsen paid with a cashier’s check from First National Bank No. 014699.

 

Listing No. 3, Parcel #34-19-80-7, 317 Wisconsin St., City of Waupaca.  This lot, Clyde informed the committee, may not be buildable.  Mr. Jeff Larsen has offered $1,000.  They will hold this proposal until next month’s meeting, unless it can be determined that it is buildable, the Clerk and Treasurer are authorized to make the sale.

 

Listing No. 6, Parcel #02-26-12-8, E9177 School Road, Readfield, Town of Caledonia.  Waupaca County received a bid from Lowell F. Brusewitz, P. O. Box 117, Readfield, WI  54969.  Mr. Brusewitz proposed $10,000 for the property.  Clyde said that back taxes are $6,000.00.  Committee felt we would at least be getting it back on the tax roll and getting our back taxes paid.  Motion:  Supr. Johnson moved and Supr. Zaug seconded the motion to accept the proposal of $10,000 for this parcel to be paid by Cashier’s Check to the order of Waupaca County Treasurer.  The motion was carried without a negative vote.

 

Listing No. 7, Parcel #30-23-79-13, 25 E. 12th St., Clintonville.  Clyde has been dealing with Roger Steinbach on this property.  Mr. Roger Steinbach offered $200.00 for the property.  The county would like at least $500 plus the recording cost of the property in the amount of $530.00.  The committee instructed Clyde Tellock to let Mr. Steinbach know of this counter offer and bring back to next month’s meeting.

 

Listing No. 35 & 36, Parcel #05-25-72-50 & #05-25-72-51, Nancy LN, Town of Farmington.  Warner Halverson, 524 Bluff Road, Stevens Point, WI  54482, put in a proposal of $1,000 for each lot, total of $2,000.  Back taxes are a little over $100 each.  This is a steep lot, a little over an acre.  Motion:  Supr. Zaug moved and Supr. Morgan seconded the motion to accept the proposal of $2,000 in the form of a cashier’s check made payable to Waupaca County Treasurer.  The motion carried without a negative vote.

 

Clyde spoke about a lot in the City of New London that has $2,500 in back taxes; ask the City if they would offer to pay $2,500 for this property.  Clyde will discuss this with the City of New London and let the Property Committee know of the decision. 

 

Maintenance Updates – Leighton Trice.  Leighton informed the committee that the seal coating in the front East parking lot was bid out and we have not proceeded with the project, is it okay to go ahead with the project within 3% of the original bid.  Motion:  Supr. Johnson moved and Supr. Zaug to authorize Leighton to accept the proposal within 3% of the previous bid.  The motion carried without a negative vote.

Leighton informed the committee that the Zoning Office doors are here and Larry should be starting on their offices soon.  Veteran’s Service Office emergency exit door has been installed. 

 

Leighton discussed the VAV proposal of $65,235.00 from Gary Jahnke, this is part of the capital improvement project money.  Also, he will be looking at updating the ID badges, maybe next year’s capital improvement projects.  He has a estimate now of approximately $27,000, he will keep the committee updated on this project.

 

Adjourn.  Motion:  Supr. Johnson moved and Supr. Zaug seconded the motion to adjourn the meeting at 10:10 a.m.  Meeting is adjourned.
