WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING

MINUTES –AUGUST 27, 2013                              

 

Chm. Penney called the meeting to order at: 9:10 a.m. with the following members present:  J. Penney, D. Kussmann, R. Ellis and D. Federwitz, present. T. Murphy was excused.

 

R. Ellis moved and D. Federwitz seconded the motion to change the order of the agenda to: 1) Review a condition on the Conditional Use Permit (CP-009-13) for Kermit W. & Delores E. Derozier; 2) 2014 Budget; 3) Review a letter to be sent out to the campground owners; and 4) Moratorium on Non-Metallic Mining.  The motion was carried to amend and approve the agenda.

 

R. Ellis moved and D. Federwitz seconded the motion to approve the minutes from the July 9, 2013 and the

July 18, 2013 meetings.  The motion was carried.

 

Public Comment: There was none.

 

DISCUSSION AND POSSIBLE ACTION:

 

Ø  The Planning & Zoning Committee reviewed a condition on the Conditional Use Permit (CP-009-13) for Kermit W. & Delores E. Derozier in Sec. 15, Town of Matteson, lying along Highway 156, Fire Number E11122, Waupaca County, Wisconsin; for the replacement of a structure to be used for human habitation that does not meet the twenty –two (22) foot minimum width requirement on approximately twenty (20) acres in an AWT (Agriculture and Woodland Transition) District.  The Planning & Zoning Committee recommended that the applicant meet with the Town of Matteson to discuss the foundation requirements per the Town of Matteson’s Ordinance.  A Public Hearing will be scheduled to amend the conditions regarding the Town of Matteson’s Ordinance for mobile home foundations.

 

Ø  Ryan Brown, Planning & Zoning Director, presented the Planning Department and Zoning Department combined 2014 Budget.

 

Ø  The Planning & Zoning Committee reviewed a letter to be sent out to the campground owners and recommended the campground letter be forwarded to legal counsel for review.

 

Ø  A moratorium on Non-Metallic Mining was discussed.  D. Kussmann moved and R. Ellis seconded the motion to go forward with a draft moratorium on Non-Metallic Mining and it will be reviewed at the Committee’s next meeting on Thursday, September 12, 2013. The motion was carried.   The Planning & Zoning Committee recommended that an Ad Hoc Committee be assigned by the Planning & Zoning Department for the purpose of developing a non-metallic mining ordinance.

 

D. Kussmann moved and R. Ellis seconded the motion to adjourn the meeting at 10:47 a.m.  The motion was carried.  The Committee adjourned.
