WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING

MINUTES –August 1, 2013

 

 

 

ON-SITE INSPECTIONS:  The Committee made on-site inspection starting at 9:00 a.m. on the Jon E & Bonnie J. Beyer property, Town of Helvetia.                                

 

Chm. Penney called the meeting to order at: 10:00 a.m. with the following members present:  J. Penney, D. Kussmann, T. Murphy and R. Ellis present.  D. Federwitz was excused.

 

 D. Kussmann moved and R. Ellis seconded the motion to approve the agenda as presented.  The motion was carried.

 

Public Comment: There was none.

 

PUBLIC HEARINGS:

 

The first public hearing was called to order at 10:04 a.m. by Chm. Penney.  Roll call was taken with the following members present:  J. Penney, D. Kussmann, T. Murphy and R. Ellis, present.  D. Federwitz was excused.  Deb Giuffre read the names of persons notified of the hearings for the three Proposed Comprehensive Plan Amendments within the Towns of Farmington, Helvetia and Matteson.  Vice-Chm. Kussmann read the general procedure and Chm. Penney declared it a legal hearing.

 

Ryan Brown, Planning & Zoning Director, explained the proposed Comprehensive Plan Amendment for the Town of Farmington.  Mr. Brown said the Town of Farmington proposed Comprehensive Plan Amendment to allow SR-20 (Sewered Residential Single-Family) to RR (Rural Residential).  Mr. Brown said the Comprehensive Plan Amendment allows properties that are not sewered and larger lots to be zoned RR (Rural Residential).

 

Dale Trinrud was sworn in to testify.  Mr. Trinrud said he is the Chairman for the Town of Farmington and the Town of Farmington is in favor of the proposed Comprehensive Plan Amendment to allow SR-20 (Sewered Residential Single-Family) to RR (Rural Residential) because not all SR-20 (Sewered Residential Single-Family) properties are sewered.

 

Chm. Penney called three times for any testimony in favor to the application.  There was none

R. Ellis moved and T. Murphy seconded the motion to APPROVE the Comprehensive Plan Amendment for the Town of Farmington preferred land use classification from SR-20 (Sewered Residential Single-Family) to RR (Rural Residential).  Roll call vote was taken:  J. Penney—yes; D. Kussmann—yes; R. Ellis—yes and T. Murphy—yes, unanimous vote to approve the Comprehensive Plan Amendment.

 

 

 

 

 

WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING MINUTES – August 1, 2013

 

Jean Gliniecki, Zoning Administrator and Ryan Brown, Planning & Zoning Director, explained the proposed Comprehensive Plan Amendments for the Town of Helvetia and Matteson.  The Town of Helvetia proposed Comprehensive Plan Amendment from PVRF (Private Recreation and Forestry) to RR (Rural Residential) for development rights and the Town of Matteson proposed Comprehensive Plan Amendment from AE (Agriculture Enterprise) to AWT (Agriculture and Woodland Transition) for agriculture purposes.

 

D. Kussmann moved and T. Murphy seconded the motion to APPROVE the Comprehensive Plan Amendment for the Town of Helvetia preferred land use classification from PVRF (Private Recreation and Forestry) to RR (Rural Residential)  and the Town of Matteson preferred land use classification from AE (Agriculture Enterprise) to AWT (Agriculture and Woodland Transition).  Roll call vote was taken:  J.

The second public hearing was called to order at 10:30 a.m. by Chm. Penney.  Roll call was taken with the following members present:  J. Penney, D. Kussmann, T. Murphy and R. Ellis, present.  D. Federwitz was excused.  Deb Giuffre read the names of persons notified of the hearing for Jon E. & Bonnie J. Beyer:  Located in part of the SE ¼ of the NE ¼ of Sec. 26, Town of Helvetia, lying along Beyer Road, Fire Number N7963, Waupaca County, Wisconsin; for a Petition for Zoning Map Amendment from an RC-N (Rural Commercial-Neighborhood) District to an AR (Agriculture Retention) District on approximately 33 acres to accommodate a land division. The Committee, Ryan Brown, Planning & Zoning Director, and Jean Gliniecki, Zoning Administrator, made an on-site inspection of the property.  Vice-Chm. Kussmann read the general procedure and Chm. Penney declared it a legal hearing.

 

The applicant did not appear for the hearing.

 

Jean Gliniecki, Zoning Administrator, Ms. Gliniecki said that a Petition for Zoning Map Amendment was required for the re-zone from RC-N (Rural Commercial-Neighborhood) District to AR (Agriculture Retention) to allow for the land division of the dwelling, outbuildings and the remainder of the land for farmland use.

WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING MINUTES – August 1, 2013

 

 

D. Kussmann moved and T. Murphy seconded the motion to GRANT the application for Petition for Zoning Map Amendment.  The Town of Helvetia Planning Commission and the Town Board of Helvetia approved this amendment and it is consistent with the Town’s Preferred Land Use Map. Roll call vote was taken:  J. Penney—yes; D. Kussmann—yes; R. Ellis—yes; and T. Murphy—yes, unanimous vote to grant the permit.  D. Kussmann moved and R. Ellis seconded the motion to close the hearing at 10:34 a.m.  The motion was carried.

Ø The Planning & Zoning Committee Meeting minutes from June 6, 2013 were discussed.

 

 

The next Planning and Zoning Committee meeting has been scheduled for August 15, 2013.
