WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING

MINUTES –April 18, 2013

 

 

ON-SITE INSPECTIONS:  The Committee made on-site inspections starting at 8:30 a.m. on the William D. & Judith L. Walker, Town of Little Wolf and Joseph E. & Charles R. Golke, Town of Farmington.                                                

 

Chm. Penney called the meeting to order at: 9:50 a.m. with the following members present:  J. Penney, D. Kussmann, T. Murphy, R. Ellis and D. Federwitz, all present.

 

 

D. Kussmann moved and R. Ellis seconded the motion to approve the agenda as presented.  The motion was carried.

 

D. Federwitz moved and R. Ellis seconded the motion to approve the minutes from the March 21, 2013 meeting.  The motion was carried.

 

 

PUBLIC HEARINGS:

 

The first public hearing was called to order at 9:53 a.m. by Chm. Penney.  Roll call was taken with the following members present:  J. Penney, D. Kussmann, T. Murphy, R. Ellis and D. Federwitz, all present.  Deb Giuffre read the names of persons notified of the hearing for William D. & Judith L. Walker:  Located in part of the NW ¼ of the NW ¼ of Sec. 21, Town of Little Wolf, lying along Wolf Road, Fire Number N6055, Waupaca County, Wisconsin; for a Conditional Use Permit application for a Commercial Animal Facility (horse boarding) in an AE (Agriculture Enterprise) District on approximately 7.26 acres. 

The Committee, Ryan Brown, Planning & Zoning Director and Jean Gliniecki, Zoning Administrator made an on-site inspection of the property.  Vice-Chm. Kussmann read the general procedure and Chm. Penney declared it a legal hearing.

 

William Walker was sworn in to testify.  Mr. Walker said he would like to operate a horse boarding business and the horse boarding business requires a Conditional Use Permit.

 

Chm. Penney called three times for any testimony in favor to the application.  There was none

 

Chm. Penney called three times for any testimony in opposition to the application. There was none.

 

Jackie Beyer was sworn in to testify.  Ms. Beyer said she is the Clerk for the Town of Little Wolf and that the Town of Little Wolf was in favor of the application with conditions.

 

Deb Giuffre read one letter from the Town of Little Wolf recommending approval of the application with conditions.

 

 

 

 

 

WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING MINUTES –

D. Federwitz moved and D. Kussmann seconded the motion to GRANT the application for                       Conditional Use Permit application.  The Town of Little Wolf Planning Commission and the Town Board of Little Wolf was in favor of the application and it was consistent with the Town’s Comprehensive Plan. There was no opposition presented at the public hearing. The following conditions MUST be met: All State specs must be followed as per NR 151; the number of horses must not exceed a maximum of fourteen (14) horses on the property at any one time.  Roll call vote was taken:  J. Penney—yes; D. Kussmann—yes; R. Ellis—yes; D. Federwitz—yes and T. Murphy—yes, unanimous vote to grant the permit.  R. Ellis moved and D. Kussmann seconded the motion to close the hearing at 10:30 a.m.  The motion was carried.

The second public hearing was called to order at 10:32 a.m. by Chm. Penney.  Roll call was taken with the following members present:  J. Penney, D. Kussmann, T. Murphy, R. Ellis and D. Federwitz, all present.  Jean Gliniecki read the names of persons notified of the hearing for Joseph E. & Charles R. Golke:  Located in part of the NW ¼ of the NW ¼ of Sec. 25 and also being part of the NE ¼ of the NE ¼ of Sec. 26, Town of Farmington, lying at the end of S. Westgate Acres Road, Waupaca County, Wisconsin; for a  Petition for Zoning Map Amendment from an RR (Rural Residential) District to an RC-G (Rural Commercial-General) District to adjust a property line to accommodate the encroachment of an existing building on approximately 3,807 sq. ft. (.09 acres).   The Committee, Ryan Brown, Planning & Zoning Director and Jean Gliniecki, Zoning Administrator made an on-site inspection of the property.  Vice-Chm. Kussmann read the general procedure and Chm. Penney declared it a legal hearing.

 

Dan Toftum was sworn in to testify.  Mr. Toftum said he is the agent for the Golke brothers and also their surveyor.  Mr. Toftum said in order to adjust the property line to accommodate the encroachment of the shed, a zone change is required.

 

Chm. Penney called three times for any testimony in favor to the application. There was none.

 

Chm. Penney called three times for any testimony in opposition to the application. There was none.

 

Jean Gliniecki read one letter from the Town of Farmington recommending approval of the application.

 

T. Murphy moved and R. Ellis seconded the motion to GRANT the application for Petition for Zoning Map Amendment.  The Town Board of Farmington approved this amendment and it is consistent with the Town’s Preferred Land Use Map. Roll call vote was taken:  J. Penney—yes; D. Kussmann—yes; R. Ellis—yes; D. Federwitz—yes and T. Murphy—yes, unanimous vote to grant the permit.  R. Ellis moved and D. Federwitz seconded the motion to close the hearing at 10:40 a.m.  The motion was carried.

 

 

DISCUSS

 

Ø  Campground Ordinance enforcement and process was discussed.

Ø  Copy Machine replacement was discussed and approved by the Committee.
