WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING

MINUTES –July 12, 2012

                                              

 

 

Chm. Penney called the meeting to order at: 9:00 a.m. with the following members present:  J. Penney, D. Kussmann, T. Murphy, R. Ellis and D. Federwitz, all present.

 

D. Federwitz moved and D. Kussmann seconded the motion to approve the agenda as presented.  The motion was carried.

 

R. Ellis moved and D. Kussmann seconded the motion to approve the minutes from the May 31 & June 14, 2012 meeting.  The motion was carried.

 

PUBLIC HEARING:

 

The public hearing for the selected revisions to the Waupaca County Zoning ordinance, Waupaca County Subdivision ordinance and the Waupaca County Sanitary ordinance was called to order at 9:03 a.m. by Chm. Penney.  Roll call was taken with the following members present:  J. Penney, D. Kussmann, T. Murphy, R. Ellis and D. Federwitz, all present. 

 

Melinda Osterberg, County Planner, gave a summary presentation on the Waupaca County Zoning and Subdivision ordinance revisions.

 

Clyde Tellock was sworn in to testify.  Mr. Tellock said he would like to see the process regarding non- metallic mining revised in the ordinance.   Mr. Tellock suggested that proposed long-term or large non-metallic mining applications have a specific zoning classification rather than being issued a conditional use permit.  

 

Mary Ann Letten was sworn in to testify.  Mrs. Letten said she agrees with Mr. Tellock and would also like to see the ordinance revised in regards to conditional use permit application versus a zone change for non- metallic mining.

 

Ramona Danke was sworn in to testify.  Mrs. Danke said she is concerned with the current non-metallic mining process of a conditional use permit being allowed in agricultural areas.

 

Larry Danke was sworn in to testify.  Mr. Danke said that he is concerned with non-metallic mining in rural areas and that reclamation will not restore farming.

 

Patricia Craig was sworn in to testify.  Mrs. Craig said that there are errors and inconsistencies in the zoning and subdivision revisions.

 

Kay Ellis was sworn in to testify.  Mrs. Ellis said she has concerns with definition revisions and with the formatting and wording consistency.  Mrs. Ellis requests that the Planning and Zoning committee schedule an ISC (Implementation Steering Committee) meeting for clarification of the ordinance revisions.

 

 

 

WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING MINUTES – July 12, 2012

 

Robert Ellis, Planning and Zoning committee member, said that the revisions need more clarification and recommended that the ordinance revisions be placed on hold until a new Waupaca County Planner is in place.

 

Jeff Siewert, Corporation Counsel, said that the Planning and Zoning committee has the option for another public hearing.

 

Lara Pagel, POWT's Inspector, presented the Waupaca County Sanitary ordinance revisions.

 

D. Federwitz moved and D. Kussmann seconded the motion to CONTINUE the hearing for the revisions of the Waupaca County Zoning ordinance and the Waupaca County Subdivision ordinance.  The Waupaca County Zoning ordinance and the Waupaca County Subdivision ordinance to be presented at the next ISC (Implementation Steering Committee) meeting on Tuesday, August 14, 2012, for clarification of the revisions. The Waupaca County Sanitary ordinance will be presented to the Waupaca County Board for approval at their next meeting on Tuesday, July 17, 2012. Roll call vote was taken:  J. Penney—yes; D. Kussmann—yes; R. Ellis—yes; D. Federwitz—yes and T. Murphy—yes, unanimous vote.  R. Ellis moved and D. Kussmann seconded the motion to close the hearing at 9:55 a.m.  The motion was carried.

 

DISCUSS

 

Ø  The Planning and Zoning committee reviewed the fee for a Certified Survey Map for Jane Haasch in the Town of Dayton.  D. Kussmann moved and D. Federwitz seconded the motion to waive the fee for the first Certified Survey Map, but need to pay the fee on her second Certified Survey Map.  The motion was carried.

Ø  Additional appointments to the Farmland Preservation Steering committee were presented.  R. Ellis moved and D. Kussmann seconded the motion to approve the new appointments.  The motion was carried.

The next Planning and Zoning Committee meeting has been scheduled for Thursday, August 2, 2012.

 

D. Kussmann moved and D. Federwitz seconded the motion to adjourn the meeting at 10:18 a.m.  The motion was carried.  The Committee adjourned.
