WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING

MINUTES –May 18, 2012                                             

 

 

Chm. Penney called the meeting to order at: 9:03 a.m. with the following members present:  J. Penney, D. Kussmann, T. Murphy, D. Federwitz and R. Ellis excused.

 

 D. Kussmann moved and D. Federwitz seconded the motion to approve the agenda as presented.  The motion was carried.

 

D. Federwitz moved and D. Kussmann seconded the motion to approve the minutes from the April 12, 19 and May 15, 2012 meetings.  The motion was carried.

 

 

CAMPGROUND INFORMATIONAL MEETING

 

J. Henneman gave a presentation on the ordinances and how they relate to campgrounds.

 

J. Newell, Corporation Counsel, discussed compliance issues regarding campgrounds and the ordinances.

 

J. Wohlt, Waupaca County Sanitarian, explained lodges versus cabins.

 

It was decided that a Committee with the Campground owners will be formed to discuss regulations and ordinance amendments.

 

 

   CONTINUATION PUBLIC HEARINGS:                                                                

 

The continuation public hearing was called to order at 10:08 a.m. by Chm. Penney.  Roll call was taken with the following members present:  J. Penney, D. Kussmann, T. Murphy, R. Ellis and D. Federwitz, all present.  Steven A & Sue Ann Goedderz:  Located in part of the NE ¼ of the SW ¼ of Sec. 31, Town of Lebanon, lying off of Stage Road, Waupaca County, Wisconsin; for continuation of the Public Hearing for a Conditional Use Permit application for a Telecommunications Tower and Equipment Building in an RR (Rural Residential) District on approximately 10.56 acres. 

 

Jim Curns said he is the Chairman for the Town of Mukwa. Mr. Curns said that he is concerned with navigation safety, tower visibility and height.

 

Melinda Osterberg, County Planner, said that the engineering assessment was on the necessity of the tower not on the impact to navigation or aviation.   Mrs. Osterberg said that the Bureau of Aeronautics (BOA) reviewed the proposal as well and made suggestions to minimize the impact of the tower on the flight community.

 

Jean Gliniecki read a letter from the Town of Lebanon regarding its Town meeting and the decision to uphold the February 2012 recommendation with considerations for the Planning & Zoning Committee.

 

 

 

 

 

WAUPACA COUNTY PLANNING & ZONING COMMITTEE MEETING MINUTES – May 18, 2012

 

John Dorcey said he is the manager of Skyward Communications.  Mr. Dorcey explained the three types of airport use and criteria. Mr. Dorcey suggested that for safety reasons the County should seek other alternatives for the tower such as lighting and location.

 

Wayne Poppy said I am the owner of Northport airport.  Mr. Poppy suggested that the tower be lighted and painted for visibility.

 

Mark Ulrich said he is a neighbor and is opposed to the tower.

 

Carol Ulrich said she attended the Town of Lebanon meeting and is opposed to the tower. 

 

Paul Capener said he is a neighbor and is opposed to the tower.

 

Jim Weinmann Tower Representative discussed the Bureau of Aeronautics (BOA) standards and regulations in regards to private airports.  Mr. Wineman suggested possible mitigation with Element Mobile in regards to tower height and lighting.

 

Melinda Osterberg suggested that the Planning and Zoning Committee obtain a cost statement from an engineer regarding relocation of the tower.  Mrs. Osterberg also suggested confirming with the Bureau of Aeronautics (BOA) for the Federal Aviation Authority (FAA) standards.

 

D. Kussmann moved and R. Ellis seconded the motion to CONTINUE the public hearing for the Conditional Use Permit application as Committee would like the applicant to obtain a cost estimate for tower relocation.  Roll call vote was taken:  J. Penney—yes; D. Kussmann—yes; R. Ellis—yes; D. Federwitz—yes and T. Murphy—yes, unanimous vote to continue the hearing.  D. Kussmann moved and T. Murphy seconded the motion to close the hearing at 11:40 a.m.  The motion was carried.

 

DISCUSSION

 

Ø  Letter from Robert Myers concerning his Zoning Map Amendment in the Town of Waupaca was discussed.

Ø  Discuss the County Planner position.  Interviews are scheduled for June 5, 2012.  The Committee decided that Melinda Osterberg will provide interim staffing assistance.

Ø  Constructing walls in the Planning & Zoning Department was discussed.  Jean will present the proposed project at the Public Property meeting for a decision.

D. Kussmann moved and T. Murphy seconded the motion to adjourn the meeting at 12:04 a.m.  The motion was carried.
