MEETING MINUTES

                                                                                                                                    Courthouse, Waupaca

 

Vice-Chair Sorensen called the meeting to order at 9:00 a.m.

 

Present:           Dona Gabert, Lee Much, Donald Peterson, and Gene Sorensen. (Joe McClone excused)

 

Also Present:   John Francis, Roger Holman, Kay Ellis, Bob & Marilynn Dixon and John Hebbring. 

 

Sorensen gave the open meeting statement.

 

Motion by Peterson, seconded by Gabert to approve the agenda.  Motion carried.

 

Motion by Much and Peterson to approve the October 7, 2014 minutes.  Motion carried.

 

There was no correspondence for Committee action.

 

Sorensen opened the meeting for public comment.  There was none.

 

Holman and Francis reviewed options for the following public accesses in the Town of Dayton: Parfreyville Park, Spencer Lake, Stratton Lake, Upper Crystal River, Marl Lake, and Knight Lake.

 

Discussion followed on the impacts on staff, budgets and the public. Holman stated that no action should be taken on Stratton Lake until the Highway committee or Dean Steingraber have been consulted.

 

Motion by Gabert and Peterson to notify the Town of Dayton that at this time, the Park Committee has no interest in managing the Dayton public accesses. Motion Carried.

 

Francis and Holman reviewed the proposed 5 Year Outdoor Recreation Plan. Holman noted that Francis wrote and put together the plan with input from the Parks staff. Holman stated that the process to be followed is public hearing, Parks Committee approval, County Board approval, and State approval. With State approval, the County will qualify for State grants. The public hearing has been set for Wednesday November 12 at 5:30 in the County Board room.

 

Holman reported that the Town of Dayton is holding a public informational hearing on November 11, at 5:00 p.m., to ask for input from the town land owners and voters on the pond, town and/or lake district funding the Little Hope Dam replacement. Holman stated that he is not sure why they are holding a hearing as the Town is aware of the County’s decision to remove the dam and not transfer the dam. The Committee requested that Holman notify the Town of their decisions and why they made their decisions. Discussion occurred on holding the meeting on Veteran’s Day and who should attend the meeting. The Committee decided that nobody should attend the meeting representing Waupaca County, as the County has already provided the opportunity for public input and made their decision factoring in the public input.

 

Francis reported the all the winterizing in the parks and fairgrounds has been completed, with still needing to pull the docks at Gill’s and Shaw’s when the river is closer to freezing over. Francis reported on the fall storage and the different options the staff intend to review prior to next season.  Parks Staff is going to try to get the Keller swing sets and kiosk in this fall, weather permitting.

 

The next meeting was set for December 2nd at 8:30 a.m. if needed.

 

Motion by Peterson, seconded by Gabert to adjourn. Motion Carried.
