MEETING MINUTES

 

                                                                                                                                                                     May 5, 2014

                                                                                                                                    Park Shop, Manawa

 

Chair McClone called the meeting to order at 8:30 a.m.

 

Present:           Joe McClone, Dona Gabert, Lee Much, Dale Trinrud, and Gene Sorensen

 

Also Present:  John Francis and Roger Holman

 

McClone gave the open meeting statement.

 

Motion by Gabert seconded by Trinrud to approve the agenda.  Motion carried.

 

Motion by Sorensen, seconded by Gabert to approve the April 10, 2014 minutes.  Motion carried.

 

Holman handed out an e-mail response to Brian Anderson regarding the new window sticker required for launching a boat.  Holman stated that Anderson has not responded back to the e-mail, but asked the Committee how they wish to address the issue of Anderson working for a car dealership and driving a different vehicle every couple of days.  Discussion followed with the Committee agreeing that if Anderson continues to have an issue he should present it at a future Committee meeting.

 

Holman reported that the Town of Farmington has turned over all parking on Pine Ridge Lane to the County Parks.

 

Francis presented a plan to regulate parking on Pine Ridge Lane with parallel vehicle only parking on the south and east sides and vehicle/trailer parking only on the north and west sides, requiring a boat launch sticker on both sides to park.  Holman stated the Committee has the authority under the County Park Ordinance to designate and restrict parking.

 

Motion by Trinrud, seconded by Much to designate the north and west sides of Pine Ridge Lane for vehicle/trailer parking only and the south and east side of Pine Ridge Lane for vehicle parking only, with a boat launch sticker required for all parking.  Motion carried.

 

Holman reported the Town of Farmington has turned over the Grandview Small Boat Access to the County Parks.  The Park staff plans to have the site ready for use after all documents are filed, hopefully by Memorial Day.

 

Francis reviewed the process involved with the approval and adoption of the 5-year Outdoor Recreation Plan.  The process involves Committee review and preliminary approval, public hearing, Committee approval, County Board approval, and then State approval.  Francis asked the Committee to review the plan and bring their comments to the next Park Committee meeting.

 

The Francis Report: 

·       Vic-To-Rae – Campground permit in hand, variance for sleeping shelters was shot down, shelters are too big…  Bad main breaker in shelter 4.

·        Landings are in full swing! 

·       Update on sticker issues – Warning slips.

·       ATV and Snowmobile grants are in to State, one bridge, rest is maintenance.

·       Dan has started, the rest start towards the end of May or first week in June.

·       Called around and got quotes for porta-potties, Chain portables is still about ˝ the cost of the others.

·       All parks are open and water is on where there is water.

·       Working on a bench and table donation to Nelson Park in memory of Bruce Golding from his daughters.

 

2013 Fairgrounds Projects:

·       Water main pit – Poppy was awarded bid, he is thinking mid-May depending on when the vault is complete.

·       New tank-less water heater in the MP building.

·       4-H work day last weekend – good turnout!

·       Water is mostly on; new sinks are installed in the Youth Building!

·       Storage removal went well, still a couple stragglers…

 

Holman updated the Committee on the CIP process.

 

Holman reported the management Team is working on Dept. Head evaluations, 2015 budget, and County Board strategic plan strategies.

 

Holman updated the Committee on the upcoming contested case hearing scheduled for the Little Hope Dam.

 

The Committee completed a tour of the Park shop, Tomorrow River State Trail, and Pauer’s property.

 

The next meeting was set for June 2, 12:30 p.m.

 

Motion by Much, seconded by Gabert to adjourn.  Motion carried.
