MEETING MINUTES

Chair McClone called the meeting to order at 8:30 a.m.

 

Present:            Joe McClone, Dona Gabert, Lee Much, Donald Peterson, Gene Sorensen

 

Also Present:    Dale Trinrud, Caroline Murphy, Eugene Engebretson, John Francis and Roger Holman

 

McClone gave the opened meeting statement.

 

Motion by Peterson, seconded by Gabert to approve the agenda.  Motion carried.

 

Motion by Peterson seconded by Much to approve the March 4 & 24, 2014  minutes.  Motion carried.

 

There was no correspondence for Committee Action.

 

McClone opened the meeting for public comment.  There was none.

 

McClone welcomed the Town of Farmington Board to the joint meeting to discuss parking and boat access.

 

Trinrud and Holman discussed the parking situation at County Park Lane.  Holman noted the County would be willing to brush back park land to provide parking in the Town right-of-way.  Francis and Trinrud will meet on site to determine the best area.

 

Holman and Trinrud presented information on the County managing property on Grandview Road for a small boat access.  Francis handed out pictures of the site and explained how the site could be developed.  Holman noted that a user fee would be required.  Discussion followed on improvements, neighbors, parking, and site development.

 

Motion by Much, seconded by Gabert to enter into an agreement with the Town of Farmington for a small boat access on Grandview Road subject to Town Board approval.  Motion carried.

 

Trinrud stated that the Town Board is interested in turning over all parking on Pine Ridge Road to the County for management.  Discussion followed on what is currently required, establishing parallel parking for vehicles only parking, maintaining parking for vehicle and trailer, and enforcement.

 

Holman recommended the Committee wait for direction from the Town and then establish rules and regulations for parking on Pine Ridge Road.

 

Trinrud noted that the Town will be meeting on April 21 to discuss these issues.

 

McClone thanked the Town Board for taking the time to meet with the Committee.

 

Holman reported that the Cronies Trail Crew is applying to the Waupaca County Natural Resources Foundation (WCNRF) to receive their non-profit status.  With approval of the WCNRF, the Cronies crew will be able to move forward with their fund raising for the multi-use winter trail system at the Waupaca High School and Wau-King Trail site.

 

Francis reviewed the following proposals for upgrading the water meter pit at the Fairgrounds:

Discussion followed on what the project would involve, the range of proposals, and how it would be funded.

 

Motion by Sorensen, seconded by Peterson to award the Fairgrounds water meter pit project to Poppy Plumbing Heating for $17,740.  Motion carried.

 

Francis reported that the bids for the tractor did not meet the Department needs and the recommendation is to re-bid the tractor.  Holman noted that the Parks Dept. would bid out the tractor, but work closely with the Hwy. Dept.

 

Motion by Sorensen, seconded by Peterson to re-bid the tractor.  Motion carried.

 

Holman stated that the draft of the 5-year Outdoor Recreation Plan will be handed out after the new Committee is determined by the county Board.  Francis discussed the process involved with approving the plan.

 

Francis reported that the garage and storage building at the Pauer’s property are in need of replacement.  Francis stated the recommendation is to replace the garage and storage building as one building with cost of the buildings funded by the sale of timber on the property.  Holman recommended the Committee tour the site before making a decision.

 

Francis reported that the Waupaca Chapter of Whitetails Unlimited have donated $1,500 for a kiosk at Keller Lake.  The kiosk will provide a history of Keller Park and the dam.  Holman noted a thank-you will be sent to the group.

 

Francis reported on the progress of applying for snowmobile and ATV grants, a snowmobile bridge replacement over Sannes Creek, and several possible bench donations to the parks including one at Nelson Park.

 

Holman reported that with the approval of the bond package work will move forward on the projects.  Discussion followed on the timing of the projects and grants needed to complete some of them.

 

Holman reported the Management Team is working on Dept. Head evaluations, County Board strategic plan priorities, and 2015 budget.

 

Holman updated the Committee on activities related to the Little Hope Dam.

 

The next meeting was set for May 5 at the Park Shop and tour of the Pauer’s property.

 

Motion by Peterson, seconded by Much to adjourn.  Motion carried.
