MEETING MINUTES

                                                                                                                                    May 9, 2013

                                                                                                                                    Courthouse, Waupaca

 

Chair McClone called the meeting to order at 10:30 a.m.

 

Present:           Joe McClone, Lee Much, Don Peterson, Dona Gabert, and Gene Sorensen

 

Also Present:   Roger Holman, and John Francis

 

McClone gave the open meeting statement.

 

Motion by Much, seconded by Gabert to approve the agenda.  Motion carried.

 

Motion by Sorensen, seconded by Peterson to approve the April 13, 2013 minutes.  Motion carried.

 

There was no correspondence for Committee action.

 

McClone opened the meeting for public comment.  There was none.

 

Francis reported that the department’s goal is to upgrade the access trail to the river Vic-To-Rae this spring.  Francis discussed the possibilities of removing the deck at Vic-To-Rae.  Frances explained there is a lot of maintenance that will need to be done and the deck was designed for Girl Scout and not general park use.  Discussion followed with Francis stating he would make a final recommendation by fall.  Francis noted he is developing the specifications for the pit toilet at Vic-To-Rae and will be issuing them soon.

 

Francis and Holman updated the Committee on the 2013 Park and Fairground projects.

 

2013 parks Projects:

·         Pauer’s Roof

o   $3,500 estimated for standing seam steel

o   Looking at summer replacement using non-lapsing funds

·         Camp Vic-To-Rae steps down to the river (spring)

o   $10,000 reserve fund money available

·         New Restrooms at Vic and Keller

o   Vic $28,000 (bond) Keller $45,000 (bond) both this summer

·         Graham lake boat launch upgrades

o   $3,500 estimate from Highway, (no funds)(spring)

·         Symco accessible path to the river (spring…)

o   $25,000 ATC grant

·         New Truck ($33,000 budget) (fall)

·         New Mower ($20,000 budget) (fall)

·         TRST horse trail development ($30k ATC) and Invasive plant project ($20k ATC)

·         Little Hope Dam ($20,000 for plans for removal or dam break analysis).

·         Marion Wayside restroom removal ($5,000 estimate)(no funding available yet)

 

 

 

 

2013 Fairgrounds Projects:

·         Commercial restroom roof repairs ($2,000 – $3,000 estimate)(non-lapsing funds)

o   Would like to do as soon as possible

·         Grandstands concrete repairs ($8,000 estimate)(non-lapsing funds)

o   Hopefully before fair

·         Youth Building accessible sinks ($3,000 estimate)(non-lapsing funds)

o   To be installed by staff when time permits

·         Tree planting program (budget)

o   Plant some in the spring and if $ allows, more in the fall

·         Rabbit Barn lighting upgrade ($10,000 estimate)(non-lapsing funds)

 

Holman reported the Management Team is working evaluations and 2014 budget.

 

Francis reported the Parks are open, mowing has started, sturgeon run is was complete, landings very busy, Fairground events have started in full force, and a church group is camping at the Fairgrounds for a building project.  Frances noted they received a generator from Emergency Government which will be real useful in on-site welding.  Francis reported that Bria Derickson, Dan Gorell, Dante Grorich, and Ben Mocadlo (new) will be working as summer LTE’s.

 

McClone stated he would like to spend time at the next meeting reviewing funding options for the parks system.

 

The next meeting was set for June 4 at 8:30 a.m.

 

Motion by Peterson, seconded by Gabert to adjourn.  Motion carried.
