PARKS & RECREATION COMMITTEE MEETING MINUTES

 

March 6, 2013

Courthouse, Waupaca

 

Acting Vice-Chair Gene Sorensen called the meeting to order at 8:30 a.m.

 

Present:  Dona Gabert, Lee Much, Donald Peterson, Gene Sorenson

 

Also present:  Roger Holman & John Francis

 

Sorenson gave the open meeting statement.

 

Motion by Perterson, seconded by Much to approve the agenda with the addition of approval of the February 28, 2013 minutes.  Motion carried.

 

Motion by Peterson, seconded by Much to approve the Nov. 6, 2012 and Feb. 28, 2013 minutes. Motion carried.

 

There was no correspondence for committee action.

 

Sorenson opened the meeting for public comment.  There was none.

 

Sorenson opened the floor for nominations for Vice- Chair.

 

Motion by Peterson, seconded by Gabert to nominate Sorenson for Vice-Chair.

 

Sorenson called for nominations three times.

 

Motion by Peterson, seconded by Much to close nomination and cast a unanimous ballot for Sorenson for Vice-Chair.  Motion carried.

 

Sorensen thanked the Committee.

 

Francis explained the County’s responsibilities regarding the snowmobile program.

 

Motion by Peterson, seconded by Gabert to recommend the adoption of the Outdoor Recreation Aid resolution.  Motion carried.

 

Francis reviewed the following Radley Creek Bridge proposal.

Francis and Holman stated they recommend awarding the bridge proposal to Decker Lumber & Supply.

 

Motion by Peterson, seconded by Gabert to award the Radley Creek Bridge project to Decker Lumber and Supply not to exceed the price of $28,250.  Motion carried.

 

Holman and Francis reviewed the proposed projects for non-lapsing funds.  The projects for the Parks included: Camp Vic-To-Rae Iron Removal System for restrooms, Marion Wayside restroom removal, Sturgeon Trail – replacing rocks around fishing piers, Camp-Vic-To-Rae maintenance garage siding, build boardwalk to connect Oakwood trails to parking lot behind Scoopers, and Dam Break Analysis Keller & White Lake for Parks.

 

The projects for the Fairgrounds included: Commercial Building roof repair, replace non-accessible sinks in the Youth Building with compliant ones, upgrade the lighting in the Rabbit Barn, replace barn curtains that are ripped with higher quality ones, develop a new system for moving horse wash water away from the station, large sign and tree planting at the fairgrounds, blacktop upgrades throughout the grounds, install drinking fountains throughout the fairgrounds.

 

Motion by Peterson, seconded by Gabert to recommend the proposed project for non-lapsing funds for parks and for fairgrounds.  Motion carried.

 

Francis and Holman handed out and reviewed the following projects for 2013: Little Hope Dam engineering, Camp Vic-to-Rae restroom, replace Keller Lake restroom, TRST Horse Trail development, TRST Invasive Species control, Symco Accessible Trail/Launch Site, Dam Break Analysis Keller & White Lake, Vic-Accessible path to river, Vic-shelter & deck repairs.

 

Holman reported that the Management Team is preparing for the 2014 budget work, finishing the evaluation process and strategic plans for the Highway and Maintenance Departments.

 

Francis and Holman reported the Parks staff has been busy completing equipments maintenance, removing trees at the fairgrounds, plowing snow and preparing for fair events.

 

The next meeting was set for April 3 at 8:30 a.m. at the Courthouse.

 

Motion by Peterson, seconded by Gabert to adjourn.  Motion carried.

 

The meeting adjourned at 10:15 a.m.
