MEETING MINUTES

 

May 30, 2012

Courthouse, Waupaca

 

Chair McClone called the meeting to order at 8:00 a.m.

 

Present:           Joe McClone, Martin Mares, Lee Much, Don Peterson, and Gene Sorensen.

 

Also Present:   John Francis & Roger Holman.

 

McClone gave the open meeting statement.

 

Motion by Peterson, seconded by Mares to approve the agenda.  Motion carried.

 

Motion by Sorensen, seconded by Peterson to approve the March 27 and May 1, 2012 minutes.  Motion carried.

 

There was no correspondence for Committee action.

 

McClone opened the meeting for public comment.  There was none.

 

Francis presented information on the replacement of the shop roof.  Francis stated the best product he has found is manufactured by Dura-Shield.  The product has been installed at Sturms and WCI and have proved to be a very good roof.  Holman stated that the County can request this product as long as they request proposals, not bids, and allow for alternate products that meet or exceed the minimum requirements.  Francis stated that they are also recommending replacing the gutters to provide a good tie-in to the roof.  Holman stated that if funding is available they would like to install windows and upgrade the lights in the shop.  Discussion followed.

 

Motion by Mares, seconded by Peterson to proceed with the request for proposals for a Dura-Shield 50 mil. single-ply roof membrane and gutters for the Park Shop.  Motion carried.

 

Francis handed out and reviewed an e-mail from the DNR Archeologists indicating that the proposed Symco Canoe Access received hits including the 1873 bridge and dam, 1873 sawmill, and a 1903 grist mill and isolated copper find.  The e-mail indicated that if any site work were to result in an impact to the site, a Cultural Resource Management firm should be hired to evaluate the projects impacts and define site limits.  Holman stated that at this time they are looking at the option of a less accessible trail with limited impact to the site.  Discussion followed with the Committee requesting to inspect the site at the next Park Committee meeting.

 

Holman handed out information on the County’s responsibilities for the 3 dams it owns.  Holman explained that under State law we have liability, yearly inspections, level and flow controls, emergency action plans, and maintenance and improvement responsibility.  Holman explained what is involved in the yearly inspections and general maintenance of the dams.  Discussion followed on the White Lake, Keller Lake, and Little Hope dams.

 

Holman shared (by the internet) the County Park website.  Holman showed how information can be obtained regarding the County Parks, water access, trails, Fairgrounds, and snowmobile program.  Holman stated the website is maintained by Kristy Harris.  The Committee members noted that this was a great site.

 

 

Francis reported the 2012 projects are moving ahead as time and staff allows.  Francis noted that most of the work this past month has been dedicated to opening and maintaining the parks and fairgrounds systems.

 

Holman reported the Management Team continues to work on JDQ’s, CIP, visionary, and 2013 budget.

 

Francis reported that Nick Behrens and Dante Grorich have started as summer employees with Bria Derickson starting on June 4.

 

The next Park Committee meeting was set for June 28, 8:00 a.m. at the Park Shop and will include a tour.

 

McClone asked that at a future Park meeting or a special meeting that the topic of funding for the Parks system be explored.

 

Motion by Peterson, seconded by Mares to adjourn.  Motion carried.
