MEETING MINUTES

 

May 1, 2012

Courthouse, Waupaca

 

Vice-Chair Sorensen called the meeting to order at 8:30 a.m.

 

Present:           Martin Mares, Joe McClone, Lee Much, Don Peterson, and Gene Sorensen.

 

Also Present:   Roger Holman and John Francis.

 

Sorensen gave the open meeting statement.

 

Motion by McClone, seconded by Peterson to approve the agenda.  Motion carried.

 

Motion by Mares, seconded by McClone to approve the minutes of April 17, 2012.  Motion carried.

 

Sorensen opened the meeting for election of Chair and Vice-Chair.

 

Sorensen asked for nominations for Chair.

 

Motion by Sorensen to nominate McClone for Chair.

 

Motion by Peterson to nominate Mares for Chair.

 

Sorensen called for nominations 3 times.

 

Motion by McClone, seconded by Peterson to close nominations.  Motion carried.

 

Holman handed out ballots for Chair.

 

Holman counted the ballots with McClone receiving 3 and Mares 2.  McClone was declared the Chair of the Park & Rec. Committee.

 

McClone thanked the Committee.

 

McClone asked for nominations for Vice-Chair.

 

Motion by Peterson to nominate Mares for Vice-Chair.

 

McClone called for nominations 3 times.

 

Motion by Peterson, seconded by Sorensen to close nominations and cast a unanimous ballot for Mares for Vice-Chair.  Motion carried.

 

Mares thanked the Committee.

 

McClone appointed Holman as the recording secretary.

 

Motion by Sorensen, seconded by Peterson to confirm the appointment.  Motion carried.

 

Holman stated that the County has a Park Committee representative who serves on the Waupaca County Natural Resources Foundation.  In the past the representative has been the Chair of the Park Committee.

 

McClone stated he would serve as the representative to the Natural Resources Foundation.

 

Motion by Mares, seconded by Much to confirm the appointment.  Motion carried.

 

The Park & Rec. staff was introduced to the Committee.

 

There was no correspondence for Committee action.

 

McClone opened the meeting for public comment.  There was none.

 

Holman reported to the Committee that Dennis Matlosz is interested in selling his 40 acres which is east of the County Forest.  Holman reviewed the past history of the County Forest.

 

Motion by Sorensen, seconded by Peterson to pursue the purchase of the Matlosz land.  Motion carried.

 

Francis presented options for upgrading the Symco Boat access.  Francis explained all the problems onsite, including concrete, steep slope, and run-off.  Francis stated he is waiting for a review of the site by the State.

 

Holman reviewed the process for updating the CIP 10 year plan.  Holman explained that the plan is made up of 3 areas – short term, long term, and life time projects.  Holman stated at this time they are reviewing the projects and procedures and updating the plan.

 

Holman reported that the Management Team is working on a visionary process, JDQ’s, updating the CIP plan, developing an evaluation process, and preparing for the 2013 budget process.

 

Francis updated the Committee on the current work being completed by the Park staff.

 

The next meeting was set for May 30 at 8:00 a.m.

 

Motion by Peterson, seconded by Much to adjourn.  Motion carried.

 

The meeting adjourned at 11:45 a.m.
