GOVERNMENTAL BODY: WAUPACA COUNTY NON-METALLIC MINING AD HOC ADVISORY COMMITTEE MEETING
TIME: 2:00 P.M.
1. Call Meeting To Order
Chair Dennis Kussmann called the meeting to order at 2:06 p.m.
2. Roll Call
Non-Metallic Mining Ad Hoc Advisory Committee Members Present: Lisa Coombs (Waupaca County Highway Department), Adam Tegelman (Compliance Officer with MCC, Inc), Dennis Kussmann (Planning & Zoning Committee), Ryan Brown (Planning & Zoning Director), Dave Heideman (Town of Union Planning Commission), Scott Konkle (Reclamation Specialist with East Central Wisconsin Regional Planning Commission) and Marv Schneider (Town of Caledonia Planning Commission).
Non-Metallic Mining Ad Hoc Advisory Committee Members Excused: Terry Murphy (Planning & Zoning Committee).
Staff Present: Jeff Henneman (Land Use/Code Enforcement Specialist), Jason Snyder (Deputy Zoning Administrator) and Jean Gliniecki (Zoning Administrator).
Others Present: John Penney (Planning & Zoning Committee).
3. Chair Dennis Kussmann read the Open Meeting Statement, “This meeting and all other meetings of this committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes, so the citizenry may be aware of the time, place and agenda of this meeting.”
4. Approve Agenda As Presented
Marv Schneider moved and Scott Konkle seconded the motion to approve the agenda. The motion was carried.
5. Approve and Sign Minutes from the May 13, 2014 Meeting
Lisa Coombs moved and Adam Tegelman seconded the motion to approve the minutes. The motion was carried.
6. Discussion and Action on Draft NM-Mining Ordinance
Ryan Brown quickly went over all the items of the ordinance that were marked for further research by the Planning and Zoning Department. General discussion followed with various suggestions given. The Committee then continued on with the draft ordinance making suggestions and changes along the way.
7. Review Timeline for Completion of Ordinance
Ryan Brown gave a brief synopsis of how much time is left for ordinance development working backwards from the final County Board approval. It became obvious that an extension should be sought for the moratorium. It was decided that an extension will be drafted and sent through the Planning and Zoning Committee for approval by the County Board.
8. Adjourn
Lisa Coombs moved and Adam Tegelman seconded the motion to adjourn the meeting at 4:00 p.m. The motion was carried.
The next meeting date is scheduled for Tuesday, July 8, 2014 at 2:00 p.m. in Room 1068, Waupaca County Courthouse.
