GOVERNMENTAL BODY: WAUPACA COUNTY NON-METALLIC MINING AD HOC ADVISORY COMMITTEE MEETING

1. Call Meeting To Order
Chair Dennis Kussmann called the meeting to order at 2:08 p.m.
2. Roll Call
Non-Metallic Mining Ad Hoc Advisory Committee Members Present: Lisa Coombs (Waupaca County Highway Department), Adam Tegelman (Compliance Officer with MCC, Inc), Dennis Kussmann (Planning & Zoning Committee), Ryan Brown (Planning & Zoning Director), Terry Murphy (Planning & Zoning Committee), Dave Heideman (Town of Union Planning Commission) and Marv Schneider (Town of Caledonia Planning Commission) – via conference call.
Non-Metallic Mining Ad Hoc Advisory Committee Members Excused: Scott Konkle (Reclamation Specialist with East Central Wisconsin Regional Planning Commission).
Staff Present: Jeff Henneman (Land Use/Code Enforcement Specialist), Jason Snyder (Deputy Zoning Administrator) and Jean Gliniecki (Zoning Administrator).
Others Present: John Penney (Planning & Zoning Committee) and Webb Shaw (Town of Caledonia Planning Commission) – proxy for Marv Schneider.
3. Chair Dennis Kussmann read the Open Meeting Statement, “This meeting and all other meetings of this committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes, so the citizenry may be aware of the time, place and agenda of this meeting.”
4. Approve Agenda As Presented
Terry Murphy moved and Lisa Coombs seconded the motion to approve the agenda. The motion was carried.
5. Approve and Sign Minutes from the March 11, 2014 Meeting
Lisa Coombs moved and Terry Murphy seconded the motion to approve the minutes. The motion was carried.
6. Position Statement from the Town of Caledonia
Ryan Brown gave a quick overview of the position statement that was received from the Town of Caledonia. The statement came out of discussions during Town meetings and is meant to give this Committee a feel of the Town’s position on non metallic mining and potential regulations for non metallic mining in their Town. Paula Pagel, Town Chair of Caledonia, was in attendance and spoke briefly reiterating the general purpose of the Position Statement.
7. Presentation from Jay Zambito and Mike Parsen from Wisconsin Geologic and Natural History Survey
Jay Zambito and Mike Parsen gave a presentation detailing the geologic and hydrogeologic aspects of non metallic mining. Copies of the presentation will be made available.
8. Comments from Committee on Sections A, B and C of Draft NM-Mining Ordinance
It was decided by the Committee to hold off on starting this discussion until the next meeting due to time constraints.
9. Adjourn
Dave Heideman moved and Terry Murphy seconded the motion to adjourn the meeting at 4:05 p.m. The motion was carried.
The next meeting date is scheduled for Tuesday, May 13, 2014 at 2:00 p.m. in Room 1068, Waupaca County Courthouse.
