GOVERNMENTAL BODY: WAUPACA COUNTY NON-METALLIC MINING AD HOC ADVISORY COMMITTEE MEETING

1. Call Meeting To Order
Chair Dennis Kussmann called the meeting to order at 2:15 p.m.
2. Roll Call
Non-Metallic Mining Ad Hoc Advisory Committee Members Present: Lisa Coombs (Waupaca County Highway Department), Scott Konkle (Reclamation Specialist with East Central Wisconsin Regional Planning Commission), Adam Tegelman (Compliance Officer with MCC, Inc), Dennis Kussmann (Planning & Zoning Committee), Ryan Brown (Planning & Zoning Director) and Marv Schneider (Town of Caledonia Planning Commission) – via conference call.
Non-Metallic Mining Ad Hoc Advisory Committee Members Excused: Dave Heideman (Town of Union Planning Commission) and Terry Murphy (Planning & Zoning Committee).
Staff Present: Jeff Henneman (Land Use/Code Enforcement Specialist), Jason Snyder (Deputy Zoning Administrator) and Jean Gliniecki (Zoning Administrator).
Others Present: John Penney (Planning & Zoning Committee) and Webb Shaw (Town of Caledonia Planning Commission) – proxy for Marv Schneider.
3. Chair Dennis Kussmann read the Open Meeting Statement, “This meeting and all other meetings of this committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes, so the citizenry may be aware of the time, place and agenda of this meeting.”
4. Approve Agenda As Presented
Lisa Coombs moved and Ryan Brown seconded the motion to approve the agenda. The motion was carried.
5. Approve and Sign Minutes from the February 4, 2014 Meeting
Lisa Coombs moved and Adam Tegelman seconded the motion to approve the minutes. The motion was carried.
6. Discussion on Recently Introduced Legislation AB816/SB632
Ryan Brown gave a quick overview of the events that have taken place to date concerning this piece of legislation. This legislation is a rewrite of a previous piece of legislation concerning NM-Mining. This version did not make it onto the calendar for consideration by the Assembly or Senate and is therefore considered dead.
7. Discussion on Vision\Mission Statement
The Committee went back and forth over whether a vision\mission statement was even necessary and what role it might fill. The Committee decided that they would revisit it after finishing the ordinance.
8. Discussion on which Ordinance to use as a Base for Waupaca’s New Ordinance
The Committee felt that the Calumet County based draft ordinance would work as a base for Waupaca’s new ordinance. The Committee still had some concern that there might be things not fully addressed in the chosen base ordinance. To help with that, it was decided that each Committee member would look at the first three sections of the draft base ordinance and identify the areas that raise concern. Those concerns would then be sent to Ryan Brown in advance of the next meeting so they can get tallied and discussed as we proceed.
9. Discussion on Draft NM-Mining Ordinance for Waupaca County
It was decided by the Committee to hold off on starting this discussion until the next meeting due to time constraints. The next meeting date is scheduled for Tuesday, April 8, 2014 at 2:00 p.m. in Room 1068, Waupaca County Courthouse.

Adam Tegelman moved and Lisa Coombs seconded the motion to adjourn the meeting at 3:30 p.m. The motion was carried.
