          MEETING MINUTES

 

 

OPEN SESSION

 

1.                  Call Meeting To Order

 

Chair Dennis Kussmann called the meeting to order at 3:02 p.m.

 

2.                  Roll Call – Brief Introduction of Members

 

Non-Metallic Mining Ad Hoc Advisory Committee Members Present:  Dave Heideman (Town of Union Planning Commission), Marv Schneider (Town of Caledonia Planning Commission), Lisa Coombs (Waupaca County Highway Department), Scott Konkle (Reclamation Specialist with East Central Wisconsin Regional Planning Commission), Dennis Kussmann (Planning & Zoning Committee), Terry Murphy (Planning & Zoning Committee), and Ryan Brown (Planning & Zoning Director).

 

Non-Metallic Mining Ad Hoc Advisory Committee Members Excused:  Adam Tegelman (MCC).    

 

Others Present:  John Penney (Planning & Zoning Committee).

 

Staff Present:  Jean Gliniecki (Zoning Administrator), Jeff Henneman (Land Use/Code Enforcement Specialist) and Jason Snyder (Deputy Zoning Administrator).

 

3.                  Chair Dennis Kussmann read the Open Meeting Statement, “This meeting and all other meetings of this committee are open to the public.  Proper notice has been posted and given to the press in accordance with Wisconsin Statutes, so the citizenry may be aware of the time, place and agenda of this meeting.”

 

4.                  Approve Agenda As Presented

 

Lisa Coombs moved and Marvin Schneider seconded the motion to approve the agenda.  The motion was carried.

 

5.                  Discussion on Purpose, Scope and Creation of General Timeline of Project

 

Ryan Brown gave a general overview of the events leading up the creation of this Ad Hoc Committee.  Discussion then occurred concerning the best coarse of action in terms of proceeding given it would be beneficial to schedule guest speakers and onsite trips for committee members concerning specific provisions of the ordinance. 

It was decided that we would meet monthly on the second Wednesday of the month and those first few dates will be January 8, 2014; February 12, 2014; and March 12, 2014 starting at 3:00 p.m.  We will also try to address the issues that don’t necessarily need onsite trips while in the winter months. 

 

The Committee further decided that they would like to see other County’s nonmetallic mining ordinances for reference and also an overview of the current nonmetallic deposits within the County.

 

6.                  Discussion on Senate Bill 349 and Assembly Bill 476

 

Ryan Brown gave a general overview of Senate Bill 349 and Assembly Bill 476 and its effects on various stakeholders within the County.  Marv Schneider had some questions concerning the bills effect on the current nonmetallic mining activities within the County and how best to mitigate those concerns.

 

7.                  Adjourn

 

Marvin Schneider moved and Dave Heideman seconded the motion to adjourn the meeting at 4:20 p.m.  The motion was carried.
