MEETING MINUTES

Chair Esch called the meeting to order at 7:00 a.m.

 

Present:    Paul Hanlon, David Sawall, Jim Hoffman, Greg Blonde, Jeff Treu, Bryan Esch, Valerie Heise, Gail Yest, Terri Brooks, Terry Harrington, Marry Robbins, Roger Holman, Chuck Fritz, Leighton Trice, Andrew Carlin, Eric Halverson, and Don Kimlicka

 

Esch gave the open meeting statement.

 

Motion by Robbins, seconded by Carlin to approve the March 13, 2014 minutes.  Motion carried.

 

Motion by Robbins, seconded by Trice to approve the agenda.  Motion carried.

 

Esch opened the meeting for public comment.  There was none.

 

Harrington presented the Waupaca County Public Health Emergency Preparedness (PHEP) plan for annual review of revisions (refer to A4 Revision Table).  PHEP includes plans for Mass Clinic, Pandemic Influenza, Strategic National Stockpile, Interim Pharmaceutical Stockpile, Mass Casualty, Closed PODS, and At-risk Populations.  Updating the Mass Casualty plan to a Mass Fatality Plan (an all-hazard approach) continues.  ICS grid has been updated to reflect staff changes in Health Services Division.

 

Halverson reviewed the ESFs, #8-#15, and noted he is still looking for needed changes.

 

Heise reported that the annual Hazmat/Decon training was held on May 13th.  This was scenario based training with the scenario being a tanker truck carrying 2,000 gallons of Anhydrous Ammonia and crashes into a school bus.  Ten students were contaminated with Anhydrous Ammonia.  Our decon tent was set up and 8 patients were decontaminated.  Lots of lessons learned.  The After Action Report is being written at this time.

 

Valerie Heise and Brian Yogerst completed the Certified Hospital Emergency Coordinator (CHEC) Course.  Both Heise and Yogerst are working on RMS’s EOP to make sure it meets the requirements set forth by The Joint Commission.

 

Yest reported she is retiring August 1st and introduced Terri Brooks who will be replacing her on LEPC.

 

Kimlicka reported they are working on setting up training in the Clintonville area and trying to convince the Community to prepare for a disaster.

 

Robbins updated the Committee on the new law concerning same sex marriages and the 2015 budget process.

 

Holman reported on the April medications collection, household hazardous waste program and the PTF operation.

 

Fritz reported that the MABAS Division 142, Waupaca County Fire and EMS departments are working on the next box card updates for July implementation.  A June meeting is set to discuss the changes and any other problems the departments are having with mutual aid.  We also have been and will continue to run monthly communications drills with the 911 center.

 

Upcoming trainings: LP fires at New London, F.D. in July and Waupaca County Firefighters Association has funding awarded ($500 per year) for departments to use for training sessions at conferences.

 

Trice updated the Committee on 2 HazMat calls, one involving a fuel leak near Fleet Farm and the other was a semi roll over with clean up of fuel and anti-freeze.  On June 14th, a number of the HazMat team members will be attending the CNN Railroad car certification program in Green Bay.

 

Carlin reported they are working with zoning on a new plan for a flood area along the Wolf River.

 

Halverson reported that the number of facilities in Waupaca County required to report to them is going down due to closings and regulated material not on site any more.

 

Carlin and Halverson updated the Committee on the CodeRed emergency notification service explaining what the service does and how to sign-up for the service.

 

Carlin reported on the emergency plan work being down with the local schools and a table top exercise being planned for Angelus of Clintonville for shelter in place and evacuation.

 

Hanlon reported the WI Department of Justice has notified the City of New London that the remediation work at the Spirtas site (formerly Simmons) has been cleaned up to the satisfaction of the DNR and they will not seek any additional fines or forfeitures from the City.  New London is in the process of updating the Comprehensive Plan to allow for the construction of three 12 unit apartment buildings behind Walgreens at the intersection of N. Shawano Street and Hwy 54 and New London Utilities had a free appliance recycling day on Saturday, June 7th and collected in excess of 50,000 lbs. of TV’s, computers, monitors etc.

 

Sawall and Hoffman provided information on the Salvation Army in Waupaca County Service Extension.  The service unit in Waupaca County provides help to others at their greatest point of need.  The Salvation Army does not duplicate the work of other agencies, but rather fills in the needs not being met.  The service unit in Waupaca County plans to work closely with the Red Cross in addressing disaster situations.

 

Esch thanked Sawall and Hoffman for their reports.

 

Blonde reported on a couple of manure spills, new law affecting what are considered farm implements, Mike Koles leaving Waupaca County to take a new position as Executive Director to the Towns Association, and a new swine disease that is requiring all swine shows to be terminal shows.

 

Esch reported the Foundry is very busy, has 35 Emergency Response team members, and the Foundry may be for sale again.

 

The next meeting was set for September 11, 2014 at 7:00 a.m.
