MEETING MINUTES

Chair Esch called the meeting to order at 7:00 a.m.

 

Present:  Jeff Treu, Eric Halverson, Andy Carlin, Leighton Trice, Chuck Fritz, Dick Koeppen, Mary Robbins, Eric Rasmussen, Brian Yogerst, Paul Hanlon, Terry Harrington, Terri Brooks, Gail Yest, Bryant Esch, and Roger Holman.

 

Esch gave the open meeting statement.

 

Motion by Robbins, seconded by Fritz to approve the agenda.  Motion carried.

 

Motion by Koeppen, seconded by Robbins to approve the December 12, 2013 minutes.  Motion carried.

 

Esch opened the meeting for public comment.  There was none.

 

Harrington reported that in 2009, Waupaca County Emergency Management, Public Health and community partners created “Mass Casualty Mortuary Planning Guidelines” for use in planning for pandemic Influenza.  Public Health, Emergency Management, and hospitals will be bringing together partners to write a more comprehensive Mass Fatality Plan to include an all-hazards approach.

 

Harrington also reported that on March 25, Public Health, Emergency Management, and hospitals are sponsoring a NE Regional Virtual Functional Exercise.  The scenario is a super cell thunderstorm complex targeting the NE region of Wisconsin, leading to several tornados, multiple victims, and multiple fatalities.

 

Hanlon updated the Committee on a building development of 3 twelve-unit apartments in New London and the church will be taking occupancy of its new building after last years storm damaged the old one.

 

Yogerst reported on the activities at Riverside Medical Center including Mass Fatality Plans and Haz-mat training.

 

Rasmussen updated the group on Agropur’s building project and safety management programs.

 

Robbins reported on the upcoming election, safety, and security plans being updated for the Courthouse.

 

Koeppen reported on the upcoming County Board changes and the bond issue.  He also noted that 2013 was a good year financially due to the Department Heads and the County Committees.

 

Fritz reported the MABA5 Division 142, Waupaca County, just finished up the first round of revisions and updates of their box cards.  The changes, updates, and revisions went into effect on February 1st.  The next round of updates will be completed and put into effect on July 1st.

 

Trice stated there have been no Haz-mat calls and they are now approved as a level 3 team, with an annual refresher in April.

 

Holman handed our brochures and flyers for the PTF, Burning News, and Medication Collection.  Holman reviewed the various programs.

 

Carlin and Halverson reported that off-site plans for 7 facilities are completed and 8 others are due by September, they will be reviewing ESF’s 8-15 and mass evacuation annex, they are working with school districts county-wide on Safety Plans and Standard Response protocol, and Courthouse safety plans and Standard Response protocol are being updated.  They also noted that severe weather season is approaching so be sure to test your weather radio.  Spring flooding should be similar to last season.  A NWS weather spotter class will be held April 9th at 6:00 p.m. in the Courthouse meeting room LL42 and a long-term care facility table top exercise in Clintonville is in the planning stage.

 

Treu updated the Committee on current Red Cross activities.

 

Esch discussed the issue of high natural gas at the Foundry, beneficial re-use of Foundry sands, and changing information on MSDS sheets to match new OSHA standards.

 

The next meeting was set for June 12 at 7:00 a.m. in the EOC.

 

Motion by Holman, seconded by Trice to adjourn.  Motion carried.
