MEETING MINUTES

 

December 12, 2013

Courthouse, Waupaca

 

Chair Esch called the meeting to order at 7:00 a.m.

 

Present:           Roger Holman, Eric Halverson, Andrew Carlin, Don Kimlicka, Chuck Fritz, Leighton Trice, Gail Yest, Terry Harrington, Dean Steingraber, Bob Cloud, Valerie Heise, David Schmidt, Dave Rae, Jeff Treu, Nick Cluppert, and Bryant Esch.

 

Esch gave the open meeting statement.

 

Motion by Holman, seconded by Carlin to approve the agenda.  Motion carried.

 

Motion by Steingraber, seconded by Heise to approve the minutes of September 12, 2013.  Motion carried.

 

Esch opened the meeting for public comment.  There was none.

 

Esch opened the floor for nominations for Chair.

 

Motion by Carlin, seconded by Steingraber to nominate Esch for Chair.

 

Esch called for nominations 3 times.

 

Motion by Holman, seconded by Steingraber to close nominations and cast a unanimous ballot for Esch for Chair.  Motion carried.

 

Esch thanked the Committee.

 

Esch called for nominations for Vice-Chair.

 

Motion by Holman, seconded by Steingraber to nominate Trice for Vice-Chair.

 

Esch called for nominations 3 times.

 

Motion by Holman, seconded by Steingraber to close nominations and cast a unanimous ballot for Trice for Vice-Chair.  Motion carried.

 

Esch called for nominations for Secretary.

 

Motion by Carlin, seconded by Kimlicka to nominate Holman for Secretary.

 

Esch called for nominations 3 times.

 

Motion by Carlin, seconded by Kimlicka to close nominations and cast a unanimous ballot for Holman for Secretary.  Motion carried.

 

Halverson passed around the membership list and asked the members to update their information.

 

Carlin reviewed the LEPC by-laws.

 

Motion by Steingraber, seconded by Holman to approve the LEPC by-laws.  Motion carried.

 

Carlin reviewed the procedure for Haz-Mat response expenditures and noted there are no changes.  Discussion was held on the relationship with Waushara and Portage County with no problems noted.

 

Motion by Carlin seconded by Trice to approve the procedure for Haz-Mat response expenditures.  Motion carried.

 

The Committee discussed the designation of LEPC Inspector.  Carlin explained how the Inspector is used.

 

Motion by Trice, seconded by Carlin to designate the State Compliance Inspector as the LEPC Inspector.  Motion carried.

 

Carlin reviewed the procedure for establishing 304, 311 & 312 files.  Carlin noted there are no changes and they are being filed electronically. 

 

Motion by Fritz, seconded by Heise to approve the procedures for establishing 304, 311 & 312 files.  Motion carried.

 

Carlin reviewed the procedures for processing public request information.

 

Motion by Heise, seconded by Holman to approve the procedures for processing public request information.  Motion carried.

 

Committee Member Reports:

 

Holman handed out and reviewed the flyer on the PTF operation.

 

Halverson reviewed the standard response protocol and how off-site plans information is disseminated.

 

Carlin informed the Committee about joint exercises in Waushara and Portage Counties.

 

Kimlicka reported on portable radio upgrades in Clintonville to provide better communication with Outagamie County.  He also reported on a State EMS meeting he attended.

 

Fritz reported on the MABAS (Mutual Aid Box Alarm System) that was put in place in July, noting it is an excellent system for preplanning and responding.

 

Trice updated the Committee on a Haz Mat call involving a spill of 30 gallons of fuel oil and a table top exercise in Hancock.

 

Yest introduced Terri Brooks who is now the full time Public Health Nurse.

 

Harrington discussed the Facility Management Plan and the work that will be done to improve the plan.

 

Steingraber updated the committee on road projects and the upcoming snow season.

Heise reported on the activities at RMC including purchases and upcoming exercises.

 

Schmidt reported on the planned expansions at Agropur.

 

Rae reported Theda Care is working on policies to inform employees how to deal with an active shooter.

 

Cluppert reported on the Red Cross Community shelter and meeting with the Waupaca County Fire Chief Assoc. to explain what Red Cross provides.

 

Esch updated the Committee on the new Foundry owners and cross training with Haz Mat.

 

The next meeting was set for March 13, 7:00 a.m.

 

Motion by Trice seconded by Steingraber to adjourn.  Motion carried.
