MEETING MINUTES

 

September 12, 2013

Courthouse, Waupaca

 

Chair Esch called the meeting to order at 7:00 a.m.

 

Present:               Eric Halverson, Andrew Carlin, Leighton Trice, Dave Schmidt, Valerie Heise, Roger Holman, Greg Blonde, Bryant Esch, Nick Cluppert, Gail Yest, Paul Hanlon, Dean Steingraber, Don Kimlicka, Brian VanDenLangenberg

 

Esch gave the open meeting statement.

 

Motion by Carlin, seconded by Steingraber to approve the June 13th, 2013 minutes.  Motion carried.

 

Motion by Steingraber, seconded by Trice to approve the agenda.  Motion carried.

 

Esch opened the meeting for public comment.  There was none.

 

Halverson reported on two new off-site facilities, Creative Converting of Clintonville (sulfuric acid/batteries) and Alter Metal &Recycling of Waupaca (sulfuric acid/batteries).   Halverson explained the reporting and planning process.

 

Halverson and Carlin presented information on reverse 911 systems.  Information was distributed on the CodeRed system.  The purpose on the system is a high-speed notification of the general public, using land lines in emergency situations such as chemical spills, floods, road closures etc.  Discussion occurred on how the system works users of the system and cost.  Carlin stated they are looking at different funding options.

 

Cluppert reported that Red Cross is reorganizing and they now have a 10 county area to cover instead of 7.  Shelters were opened in response to the tornado that did damage in the New London area. 

 

Yest updated the Committee on the CDC Cooperative Agreement Year 2 .Public Emergency Preparedness began July 1, 2013 and runs through June 30, 2014.  They are waiting on 3 priority capabilities this year:  Community Preparedness, Responder Safety, and Health and Facility Management.  Yest noted that Waupaca County has a Facility Management Plan thanks to Andy Carlin and Linda Behm.  Hospital Preparedness is coordinating a work group at the state and local levels.  Wisconsin Emergency Assistance Volunteer (WEAVR) is being prompted in the state through Facebook and radio ads.  Yest updated the Committee on the vaccine program.

 

Hanlon reported that the New London area is working on storm damage repairs with some insurance company issues.  The demo of the church has been very slow causing some concerns.  Harlon updated the Committee on the Simons site clean-up.

 

Steingraber stated the construction season is coming to a close.  Steingraber reviewed projects that have been completed.  Steingraber noted they are looking at getting fire training for their people so they can address wild fires.

 

Kimlicka updated the Committee on the activities of the Clintonville Area Ambulance, future training and drills and working with the City of Marion in reviewing the disaster plan.

 

Heise reported that RMC has been involved in training at National FEMA training center and upcoming exercise.

 

VanDenLangenberg reported on the upcoming Mud Run in October.

Holman updated the Committee on the Household Hazardous Waste program, medication collection program and budget issues in the recycling program.

 

Blonde reported that the USDA did a storm damage assessment of the August 7th storm with several hundred acres being identified.  Blonde noted that there are concerns regarding public safety during the fair and they are working with the DNR training on confined animal facility operation.

 

Schmidt reported that Agropur has addressed ammonia issues and passed all audits.

 

Trice reported that the Hazmat team assisted the Sheriff Department on a call concerning a house and they are working on two weeks of annual refresher.

 

Carlin noted that the Waupaca County HazMat team is a level 3 Regional Team, but not certain of the area they will be covering.  Carlin explained what a level 3 team is.

 

Carlin reported that they continue to work with school districts on security and are in the process of closing out their work plan.

 

Halverson updated the Committee on two recent spills.

 

Esch reported that the Foundry has two new team members on their Hazmat team, business is okay and he explained how they handled a spill of anti-freeze.

 

The next meeting was set for December 12, with a tour of Agropur in Weyauwega.
