Chair Kussmann called the meeting to order at 10:30 a.m. and gave the open meeting statement.

 

Roll call:  Suprs. Kussmann, Mary Kay Poehlman, Dona Gabert, Terry Murphy--excused and Fred Zaug.  A quorum was established.  Others present:  Roger Holman, John Snider, Brad Hardel, Adam Wogsland, John Francis, Brian Haase and Mary Robbins.

 

Agenda:  Motion:  Supr. Poehlman and Supr. Gabert seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes:  Motion: Supr. Gabert moved and Supr. Zaug seconded the motion to approve the minutes of January 7, 2015 meeting.  Motion carried without a negative vote.

 

Public Comment – No comments.

 

Reports:

            Judicial – No report

 

            Corporation Counsel – Second interviews were held and an offer was made to Diane Meulemans, current Corporation Counsel for Green Lake County.

 

District Attorney John Snider – John explained why his personnel evaluations were not completed when requested, they are done and filed with HR.

 

Clerk of Circuit Courts – Terrie Tews-Liebe. Terrie could not attend today.  She wanted to ask that they consider passing a resolution or policy that no copies may be made with personal devices.  There is a copy of Brown County’s ordinance pertaining to copying records with personal devices.

 

Report – Court Safety & Security Conference – Supr. Poehlman & Supr. Gabert.  Supr. Gabert said it was an excellent seminar on court security.  Supr. Poehlman asked Sheriff Hardel to attend today’s meeting to speak about the security of our courthouse and ask that he invite the U.S. Marshall’s to come to the courthouse to do a security study.  Sheriff Hardel said that they could do this; there is no way to better secure the entire courthouse than to have full-time regular sheriff deputies at the front entrance.

 

Resolutions/Ordinances:

 

Res. No. 26 (2014-2015), Outdoor Recreation Aids.  Roger Holman explained that this is a recurring resolution that they need to have passed by County Board every 3 years.  Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to approve the resolution and forward to the full County Board. Motion carried without a negative vote.

 

DERM Director Roger Holman explained Resolutions 27-30 to the committee.

Res. No. 27 (2014-2015), Gills Landing Sea-Wall Replacement.

Res. No. 28 (2014-2015), Miner Lake Boat Launch Upgrade

Res. No. 29 (2014-2015), Dake Lake Boat Launch Upgrade

Res. No. 30 (2014-2015), Fisherman’s Park Shoreline Upgrade

Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to approve Resolutions No. 27 through Res. No. 30 (14-15) as presented and to forward to the full County Board.  The motion carried without a negative vote.

 

Res. No. 31 (2014-2015) Crystal River Woods, LLC Land Purchase.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to approve and forward to the county board. The motion carried without a negative vote.

 

Res. No. 33 (2014-2015) Runoff Management Grants.  A grant has been applied for and they spend $65,000 and will get 50% back if the state approves the criteria.  Motion:  Supr. Gabert and seconded by Supr. Zaug.  Motion carried without a negative vote.

 

Res. No. 35 (2014-2015) Extension of Moratorium on permitting of Non-Metallic Mining activities in Waupaca County.  Chr. Kussmann explained that this is an option because there had to be many changes to the wording, even though there have been extensive meetings on this subject, this will give the public more time to look over the changes for the next public hearing, the moratorium is extended until May 20, 2015.  Motion:  Supr. Gabert moved and Supr. Zaug seconded the motion to approve and forward to the full county board.  The motion carried without a negative vote.

 

Code of Ordinances, Ch. 2. Clerk Robbins explained that at the request of other supervisors should look at the order in which county board business is presented.  The suggestion was to have the verbal reports after the regular business.  Clerk Robbins suggested that this be put on hold until we can have our new Corporation Counsel review all of our Code of Ordinances, Ch. 2.

 

Other items for the new Corporation Counsel:  Address ordinance on E-Cigarettes (add to No Smoking Ordinance); Using personal devices to copy records-County Ordinance; Countywide Assessor position.

 

Review State Budget-WCA Summary.  Supr. Zaug reviewed and discussed the different issues, he did speak with Sen. Lutheran Olson and the Countywide Assessor is not going to be acted on until it is revised.

 

Adjourn.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to adjourn the meeting at 11:45 a.m.  Chr. Kussmann declared the meeting adjourned.
