Chair Kussmann called the meeting to order at 10:30 a.m. and gave the open meeting statement.

 

Roll call:  Suprs. Kussmann, Mary Kay Poehlman, Dona Gabert, Terry Murphy--excused and Fred Zaug.  A quorum was established.  Others present:  Terrie Tews-Liebe, Roger Holman, John Snider and Mary Robbins.

 

Agenda:  Motion:  Supr. Zaug and Supr. Gabert seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes:  Motion: Supr. Poehlman moved and Supr. Gabert seconded the motion to approve the minutes of October 2, 2014 meeting.  Motion carried without a negative vote.

 

Public Comment – No comments.

 

Reports:

            Judicial – No report

 

            Corporation Counsel – HR Director Mandy Welch.  Mandy distributed the updated job description for the Corporation Counsel position.  They will scan the applications on either the 23rd or 25th and hopefully set up interviews soon in February.  It will be the Finance/HR Committee, LJES&S Chr. Dennis Kussmann, Administrative Coordinator Mary Robbins, HR Director Mandy Welch and Atty. Andy Phillips that will sit in on the interviews.

 

District Attorney John Snider – John spoke about the increase of drugs and the hiring of two Drug Enforcement Officers means a lot more work for their office.  The new Officers are Kevin Studzinski and Tim Meyers.

 

Clerk of Circuit Courts – Terrie Tews-Liebe.  Terrie talked about the upcoming Court Safety & Security Conference March 3-5, 2015.  Two members should attend, one county board will pay and one clerk of courts will pay.  Supr. Poehlman and Supr. Gabert will attend.

 

Terrie spoke about the upgrade to the audio/visual in all 3 courtrooms, they were going to have a portable cart that they would move from courtroom to courtroom, they decided it would be safer, more secure and last longer if they made them permanent in each courtroom.  This brings the total of the upgrade up by $125,000.  She will be taking her request to the Finance Committee next week.

 

Third Floor Space.  Discussion on having Child Support in one area, some ideas were discussed, committee felt we should wait until a Corporation Counsel is hired and then decide how the office would operate.

 

Resolutions/Ordinances:

 

Res. No. 21 (2014-2015) Land & Water Farmland Preservation Comprehensive Plan.  DERM Director Roger Holman explained the resolution.  They would like to add a fee schedule on any Farmland Preservation applications and in the resolution they have said that any changes to the fee schedule will be made by the Land & Water Conservation Committee and submit copies of the changes to the County Board for the file.  Motion:  Supr. Zaug moved and Supr. Gabert seconded the motion to approve the resolution and forward to the full County Board. Motion carried without a negative vote.

 

Res. No. 22 (2014-2015)  DERM Director Roger Holman presented his 5 yr. Parks & Recreation Plan, it took a long time to get here, but he likes the plan and the whole office staff was involved in finishing the plan.  Motion:  Supr. Gabert moved and Supr. Zaug seconded the motion to approve Res. No. 22 (14-15).

 

Code of Ordinances, Ch. 22 No Smoking.  Discussion on the new e-cig craze, where they have vapor contests, the E-cigarette has caused some issues in public buildings.  Clerk Robbins will keep posted on the Winnebago County ordinance and when we have a Corporation Counsel on board we will work through that person and bring back to the committee.

 

Adjourn.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to adjourn the meeting at 11:50 a.m.  Chr. Kussmann declared the meeting adjourned.
