Vice Chr. T. Murphy called the meeting to order at 1:30 p.m. and gave the open meeting statement.

 

Roll call:  Suprs. Dennis Kussmann-arrived at 1:45 p.m., Mary Kay Poehlman, Dona Gabert, Terry Murphy and Fred Zaug.  A quorum was established.  Others present:  Terrie Tews-Liebe, Ian Grasshoff, Ryan Brown, Brian Haase, John Snider and Mary Robbins.

 

Agenda:  Motion:  Supr. Zaug and Supr. Gabert seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes:  Motion: Supr. Poehlman moved and Supr. Gabert seconded the motion to approve the minutes of October 2, 2014 meeting.  Motion carried without a negative vote.

 

Public Comment – No comments.

 

Reports:

            Judicial – No report

 

            District Attorney John Snider – John spoke about the increase of drugs and thefts to support the drug habit, it is easy to get and very addictive.  John mentioned the seminar being held in Manawa on the Heroin Addiction in our county as well as in the State of Wisconsin.  He needs more staff but so do all of the District Attorney offices.

           

            Clerk of Circuit Courts – Terrie Tews-Liebe.  Terrie reported that she won election for another four years!  The RFP for the audio/visual upgrades bids have been received, Joel from MCE is acting as project manager.  Terrie mentioned again the Court Security Program March 3-5, 2015; she could only pay for two people to go.  Supr. Poehlman, Zaug and Gabert would like to attend; it would come out of County Board funds.

 

Corporation Counsel/Child Support Agency.  Things seem to be going same as usual.  Barb Horn is assigning from a list of Attorney’s for the day to day Corporation Counsel duties.  Atty. Kaye Anderson handles the Child Support Court work, as she did in the past.  Delyse Fredrickson has been appointed Supervisor for the Child Support Agency and they have held meetings and that seems to be working very well.

 

Third Floor Space.  Discussion on having Child Support in one area, some ideas were discussed, committee felt we should wait until a Corporation Counsel is hired and then decide how the office would operate.

 

Repeal Chapter 15, Land Record Access.  GIS Coordinator Ian Grasshoff explained that he would like to bring back for reconsideration the Land Record Access decision of the County Board to include effective immediately, rather than after the last payment.  Supr. Kussmann said that he would make the motion to bring it back up on the County Board floor for reconsideration.

 

Res. No. 12 (2014-2015) Stratton Lake District.  County Conservationist Brian Haase explained that the proper procedures were followed by the owners on Stratton Lake, Town of Dayton to create a Lake District.  A public hearing was held and now it needs to be approved by the County Board.  Motion:  Supr. Kussmann moved and Supr. Zaug seconded the motion to approve Res. No. 12 (14-15) to create Stratton Lake District and forward to the full County Board.  The motion carried without a negative vote. 

 

Res. No. 18 (14-15) Amend Ch. 45 Code of Ordinances Comprehensive Plan, a portion of Town of Matteson.  Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to approve and forward to the full County Board the aforementioned amendment.  Motion carried without a negative vote.

 

Res. No. 19 (14-15) Amend Ch. 45 Code of Ordinances – Comprehensive Plan to include Farmland Preservation by attaching Appendix C and Appendix D to the Plan.  Planning & Zoning Director Ryan Brown and Conservationist Brian Haase explained the process for this amendment for Farmland Preservation.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to approve and forward to the full County Board.  Motion carried without a negative vote.

 

Ch. 2, Rules of the Board –NACo.  Supr. Poehlman asked that this be placed on the agenda for reconsideration.  Since the Board has decided to be a member of NACo and she has been appointed to a steering committee, she would like to have at least the Registration Fees paid for up to $1,000.00 for two conferences.  Supr. Poehlman serves on the Human Service/Education Steering Committee.  Motion:  Supr. Kussmann moved and Supr. Gabert seconded the motion to ask Finance & HR Committee to review the payment of registrations on a case by case basis and that the County Board Chair would appoint himself and one other delegate and their registrations for 2 meetings would be paid.
