Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Suprs. Dennis Kussmann, Mary Kay Poehlman, Dona Gabert, Terry Murphy and Fred Zaug.  A quorum was established.  Others present:  Terrie Tews-Liebe, Ian Grasshoff, Roger Holman and Steve Hart.

 

Agenda:  Motion:  Supr. Zaug and Supr. Gabert seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes:  Motion: Supr. Poehlman moved and Supr. Gabert seconded the motion to approve the minutes of August 6, 2014 meeting.  Motion carried without a negative vote.

 

Public Comment – No comments.

 

Reports:

            Judicial – No report

            District Attorney John Snider – Budget was reviewed.  Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to forward the budget to the finance committee.  Motion carried without a negative vote.

           

            Clerk of Circuit Courts – Terrie Tews-Liebe.  Terrie reported that the Court Security Conference will be March 3 to March 5 in Appleton.  Suprs. Poehlman, Gabert and Zaug are interested in attending.  The RFP for the audio/visual upgrades has been published with a October 29 deadline.  Joel from MCE is acting as project manager.  There has been a savings of $20,000 in jury trials and Terrie will purchase some equipment.  Terrie has ordered scanners for the 2016 e-filing deadline for the courts with hopes of going paperless by 2017.  Terrie will be coordinating a tour of Dodge County to view their security procedures and the use of laptops in the courtrooms instead of files. 

 

Repeal Chapter 15, Land Record Access.  GIS Coordinator Ian Grasshoff explained that the ordinance was created in 2002 and is now a barrier for efficiency.  Property owners names and addresses are not visible or searchable through any county maintained web application but are available to subscriber users.  Because property records are public records, that information must be provided to anyone requesting it which takes times for the Courthouse staff.  Fifty-one of the 72 counties provide owner names and addresses on their websites without any restrictions.  Motion:  Supr. Zaug moved and Supr. T. Murphy seconded the motion to repeal Chapter 15 of the Waupaca County Code of Ordinances.  The motion carried without a negative vote.

 

Res. No. 11 (2014-2015) Solid Waste Management Board Seeking Full Restoration of Municipal Recycling Grant Funding.  Solid Waste & Recycling Director Roger Holman explained that since 2011 funds from the newly created Economic Development Fund have been redirected to non-recycling program uses, creating a cut to Responsible Unit Grants.  Because of that cut, Waupaca County has imposed an assessment on its member municipalities.  The Solid Waste Management Board requests that the recycling grant program be restored to the original grant-funding level of $32 million.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to forward to the full county board.  The motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to adjourn the meeting at 9:50 a.m.  Chr. Kussmann declared the meeting adjourned.
