Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dona Gabert, Terry Murphy and Fred Zaug.  A quorum was established.  Others present:  Terrie Tews-Liebe, Jeff Siewert and Mary Robbins.

 

Agenda:  Motion:  Supr. Zaug and Supr. Gabert seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes:  Motion: Supr. Poehlman moved and Supr. Zaug seconded the motion to approve the minutes of May 14, 2014 meeting.  Motion carried without a negative vote.

 

Public Comment – No comments.

 

Reports:

            Judicial – No report

            District Attorney John Snider. – John had court

           

            Clerk of Circuit Courts – Terrie Tews-Liebe.  Terrie distributed copies of her 2012-2013 Report, she will be giving to the full County Board august 19th.  Her 2015 budget has increased by 212%, due to the loss of $35,000 in revenue.  She is hoping to get the audio/video upgrade in the courtrooms of $130,000.  She is requesting a reclass for her Chief Deputy, she supervises 9 other people and this, in her opinion, wasn’t graded fairly.

 

            Corporation Counsel Jeff Siewert.  Jeff’s 2015 budget has a slight decrease due to an employee not taking the county’s insurance plan.  He reviewed his budget with Heidi Dombrowski, Finance Director and together they projected the revenue portion, this has so many variables it is hard to predict.

 

Sheriff Brad Hardel – Update on Active Shooter training.  The training was well received by the employees, we started with department heads and will probably be giving the training floor by floor in the future, because each floor has unique challenges and maybe to the full County Board.  The committee felt this was a good idea.  Discussion on Ch. 13, Licenses and Permits.  They have been using the licensing for dance halls and is not ready to change anything at this time in that portion.  County Clerk Robbins mentioned that Section 13.10 and is out of date it still has the 18 year old drinking law, it probably should be deleted or modified to age 21.

13.10 REGULATION OF SALE OF FERMENTED MALT BEVERAGES:

(1)           No fermented malt beverage shall be sold, dispensed, given away, or furnished to any person under the age of 18 years.

(2)           No keeper of any place, of any nature or character whatsoever for the sale of any fermented malt beverage, shall either directly or indirectly suffer or permit any person of either sex under the age of 18 years, unaccompanied by his or her parent, guardian or spouse, (of whom one shall be 18 years of age) and who is not a resident, employee or a bona fide lodger or boarder on the premises of such licensed person, to enter or be on such licensed premises for any purpose, excepting the transaction of bona fide business, for the purpose of this ordinance, shall not be construed to mean amusement, the purchase or receiving or consumption of edibles or beverages.

Sec. 13.11 was discussed, Clerk Robbins asked if that could be removed, it was later mentioned by Clerk of Courts Tews-Liebe that you can’t remove it or they couldn’t write tickets.  That section will remain in the ordinance, renumbered appropriately.

Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to remove Section 13.10 from the ordinance if appropriate and renumber this Section appropriately.

 Safety and Security Training – NACo – Supr. Poehlman.  Supr. Mary Kay Poehlman shared information she learned at the NACo Conference in New Orleans.  She brought back information on FEMA training.  Clerk will give this to Andy Carlin to review.

 

Res. No. 8 (2014-2015) Oppose lapse in State Funding to Clerk of Circuit Courts.  Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to forward this resolution to the full county board and our legislators.  The motion carried without a negative vote.

 

Res. No. 10 (2014-2015) Extend moratorium on permitting Non-Metallic Mining activities in Waupaca County.  Planning & Zoning Director Ryan Brown explained that this would extend the current moratorium which is to expire soon another 6 months for the Ad Hoc Committee on Non-Metallic mining to complete their studies.  Motion:  Supr. Zaug moved and Supr. Murphy seconded the motion to forward to the full county board.  The motion carried without a negative vote.

 

Ch. 2 The Governing Body.  The committee reviewed Section 12.4(a), Supr. Poehlman suggested holding this over until the budget has been set and review it at that time, she will speak about this to the full county board.  No motion was made at this time.

 

The committee discussed creating a subsection under Rule No. 6 of Ch. 2.

 

Motion:  Supr. Zaug moved and Supr. Poehlman seconded the motion to add:  Rule 6.7 (a) The order of succession for the Chair position during the temporary absence of the Chair or until the vacancy is filled shall be the Vice Chair, Finance/HR Committee Chair and then the Legislative/Judicial/Ethics/Safety & Security Chair.  The motion carried without a negative vote.

 

Corporation Counsel mentioned he sent his self-evaluation to Chr. Kussmann and that he needs to have a closed session meeting to review his performance evaluation with this committeeClerk will try to set up a closed session meeting immediately following the county board meeting on August 19, 2014 in Room 1081 or 1037, if possible.

 

Adjourn.  Motion:  Supr. Zaug moved and Supr. Gabert seconded the motion to adjourn the meeting at 10:15 a.m.  Chr. Kussmann declared the meeting adjourned.
