Vice Chr. T. Murphy called the meeting to order at 1:30 p.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann--excused, Mary Kay Poehlman, Dave Neumann-excused, Dona Gabert and Terry Murphy.  A quorum was established.  Others present:  Officer Pete Bosquez, Gary Barrington, Melissa Drews, Roger Holman, Jeannette Newell, Jeff Siewert, Jim Fassbender and County Clerk/Admin. Coordinator Mary Robbins.

 

Agenda:    Motion:  Supr. Poehlman and Supr. Gabert seconded the motion to approve the agenda with moving Resolutions forward per call from Becky Bishop to the County Clerk that she is running late.  The motion was carried without a negative vote.

Resolutions, Ordinances or Correspondence

 

Resolution No. 23Lakeview Manor Options of Operation.  Lakeview Manor Administrator Melissa Drews and Supr. Barrington explained to the committee they need to look at a different way of doing business.  There is a need for CBRF beds, they would keep two units of nursing home beds and have two units for the CBRF people.  They have 50 beds and they are down to 26 to 29 beds.   Motion:  Supr. Gabert moved and Supr. T. Murphy seconded the motion to approve forwarding the resolution to the full county board.  The motion carried without a negative vote.

 

Resolution No. 24 – Support Clean Energy Choice.  Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to forward this to the full county board.  The motion carried without a negative vote.

 

Resolution No.  – Inspire Sustainability in the County of Waupaca.  Roger Holman explained this resolution; this will not go to the County Board this month.  Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to approve and authorize Mr. Holman to proceed with the resolution to the proper parties.  The motion carried without a negative vote.

 

Abatement Order Appeal Hearing – Becky Bishop, N6241 US Rd. 45, New London, WI  54961.

 V. Chair T. Murphy explained that this will be an informal hearing, she should give her reasons for the appeal and the committee may ask for other information from interested parties or investigative in nature.

 

Becky Bishop stated that she has always had proper food and water for her horses.  She has an 11’x11’ shed. Her skid steer needs to be fixed and the fencing needs to be fixed.  She said that she had contacted Rawhide to help fix the fence and they didn’t respond to her.  They have been provided drink, they have had their teeth fixed, she has about 20 horses.  She took exception to the abatement order that stated she was in violation of providing proper food and drink to confined animals 951.13 (1).  The whole statement reads:  providing proper shelter 951.14a(3), sanitation standards 951.14(4), and providing proper food and drink to confined animals 951.13 (1).  There were 6 conditions that must be met.  See attached Abatement Order.

 

Deputy Peter Bosquez is a Humane Officer and 19 years as a Deputy Patrol Officer for Waupaca County Sheriff’s Dept.  He stated that back in July they followed up on a complaint to investigate a report that there may be some animal abuse or neglect.  They did find some signs of malnutrition, maybe because of a lower grade of food, bad teeth and issues with the stalls in the barn that need repair, they need a Veterinarian to come and look at the animals and give them an accurate report.

 

Ms. Bishop stated that she has an Amish gentleman come out to trim the hoofs, stated that she called the Vet and it would cost from $300 to $500 and she asked for a test for worms.  The Amish man said that his teeth are bad and that would cause him to not eat.  Ms. Bishop stated that the Vet will be out to examine all the horses this coming Thursday.

 

Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to uphold the abatement order and meet the 6 conditions, noting that she has properly given them food and drink.  The motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to adjourn the meeting and abatement hearing at 2:20 p.m.  The motion carried without a negative vote.  Vice Chr. Murphy declared the meeting adjourned.
