Chr. Kussmann called the meeting to order at 1:30 p.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann-excused, Dona Gabert and Terry Murphy.  A quorum was established.  Others present:   Planning & Zoning Administrator Ryan Brown, and County Clerk/Admin. Coordinator Mary Robbins.

 

Agenda:    Motion:  Supr. Gabert and Supr. T. Murphy seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes of previous meeting – August 14, 2013.  Motion:  Supr. Gabert moved and Supr. T. Murphy seconded the motion to approve the minutes of the previous meeting. The motion was carried without a negative vote.

Resolutions, Ordinances or Correspondence

 

Resolution No. 19 – Central Housing Region, Lead County to be Juneau County.  Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to approve the change from Waupaca County to Juneau County and to appoint Ryan Brown as designee and Dave Thiel, alternate.  The motion carried without a negative vote.

 

Resolution No. 22 – Non-metallic Mining Moratorium.  P & Z Director Ryan Brown explained that this resolution will allow the Planning and Zoning Committee and Department to work on the ordinance for non-metallic mining operations without people trying to create new operations under the old ordinance before the new regulations go into effect.  Motion:  Supr. Murphy moved and Supr. Gabert seconded the motion to approve this resolution and forward to the full County Board.  The motion carried without a negative vote.

 

Review Ordinances: 

Ch. 6 Law Enforcement.  Amend Ch. 6.06B of the Waupaca County Code of Ordinances, to change the Huber Fee from $20.00 to $25.00 fee.  Motion:  Supr. Poehlman moved and Supr. Gabert seconded the motion to approve the amendment and forward to the full county board.  Motion carried without a negative vote.

 

Ch. 4 Finance – Cash Flow Policy.  Clerk Robbins distributed a policy that we have in the works, there are some sections that need some tweaking and added input, she will be checking with the Treasurer and Finance Director for the wording.

 

Dance Hall Licenses.  Sheriff couldn’t be here today, we are still talking about this license, most counties no longer issue dance hall license.  We will continue to put this on the agenda and bring back to the committee when we have a recommendation.

 

Adjourn.  Motion:  Supr. T. Murphy moved and Supr. Gabert seconded the motion to adjourn the meeting at 2:15 p.m.  Chr. Kussmann declared the meeting adjourned.
