April 10, 2013 - Minutes

 

Chr. Kussmann called the meeting to order at 1:30 p.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann, Dona Gabert and Terry Murphy.  A quorum was established.  Others present:  Corporation Counsel Jeff Siewert, Dean Jansen, Jeannette Newell, Sheriff Brad Hardel, WCEDC Dave Thiel and County Clerk/Admin. Coordinator Mary Robbins.

 

Agenda:    Motion:  Supr. Gabert moved and Supr. T. Murphy seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes of previous meeting – March 20, 2013.  Motion:  Supr. Neumann moved and Supr. Poehlman seconded the motion to approve the minutes of the previous meeting. The motion was carried without a negative vote.

 

Public Comment – No comments

 

Humane Officer Jeannette Newell – Animal Control Case.  Jeannette and Sheriff Hardel explained to the committee that they had to seize 23 German Shepherd dogs and 4 puppies from abusive conditions in a home in the Town of Little Wolf.  They were kenneled in the basement.  They had issued an abatement order and then retracted it, because the animals were taken from the home.  They were in severe conditions.  Typically, the person who owned the dogs would be charged with the expense.  They have been placed throughout the county for rehabilitation.

 

Corporation Counsel Jeff Siewert.  Monthly report was distributed to all committee members.  He has attended the Employee Performance Evaluation training, which will be very difficult, but mandatory beginning this year.

 

Clerk of Courts Terrie Tews-Liebe.  Terrie had to be in court today.

 

No Judicial or District Attorney Report.

 

Security Issues.  Sheriff Brad Hardel will be placed on next month’s agenda to speak about the Violence in the Workplace training that he could provide for Waupaca County employees.

 

Resolutions, Ordinances or Correspondence

 

Operation of Low Speed Vehicles & Neighborhood electric Vehicles – Hwy. Commissioner Dean Steingraber.  Dean explained that this is something that the City of New London passed and would like the county to pass this county-wide.  Dean said that we are not in a rush to pass this resolution; he will research the particulars and bring it back to this committee with more information.

Resolutions:

1.       Res. No. 1 (13-14) Planning & Zoning Administration revised Fee Schedule.  Motion:  Supr. T. Murphy moved and Supr. Poehlman seconded the motion to approve and forward to the full County Board.  Motion carried without a negative vote.

2.      Res. No. 2 (13-14) Children’s Trust Fund Grant.  Motion:  Supr. Poehlman moved and Supr. T. Murphy seconded the motion to approve and forward to the full County Board.  Motion carried without a negative vote.

3.      Res. No. 4 (13-14) Support Maintaining the Tax-Exempt Status for Municipalities.  Motion:  Supr. Poehlman moved and Supr. T. Murphy seconded the motion to approve and forward to the full County Board.  Motion carried without a negative vote.

4.      Res. No. 6 (13-14) Support release of County owned parcels from Farmland Preservation Program.  Supr. Neumann moved and Supr. Gabert seconded the motion to approve and forward to the full County Board.  Motion carried without a negative vote.

5.      Res. No. 7 (13-14) authorize participation of Waupaca County in forming an ECW Community Development Block Grant Regional Revolving Loan Fund.  WCEDC Director Dave Thiel explained this new cooperative agreement.  Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to approve and forward to the full County Board.  Motion carried without a negative vote.

 

 

Adjourn.  Motion:  Supr. Murphy moved and Supr. Gabert seconded the motion to adjourn the meeting at 2:30 p.m.  Chr. Kussmann declared the meeting adjourned.
