Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann, Dona Gabert and Terry Murphy.  A quorum was established.  Others present:  Corporation Counsel Jeff Siewert, and County Clerk/Admin. Coordinator Mary Robbins.

 

Agenda:    Motion:  Supr. Murphy and Supr. Gabert seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes of previous meeting – February 20, 2013.  Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to approve the minutes of the previous meeting. The motion was carried without a negative vote.

 

Public Comment – No comments

 

Corporation Counsel Jeff Siewert.  Monthly report was distributed to all committee members.  Jeff informed the committee that a junkyard in the Town of Farmington, Nick Marchetta may go to a jury trial.

 

Clerk of Courts Terrie Tews-Liebe.  Terrie had to be in court today.

 

No Judicial or District Attorney Report.

 

Security Issues.  County Board passed the Contingency Transfer Fund for temporary security to fill out the rest of the year in the amount of $15,000.00 the Sheriff’s Dept. will be in charge of the schedule.  Clerk/Coordinator Robbins reported that the Management Team would like to present some ideas to this committee about different ways of providing security and protecting the employees and public.  They will put something together and bring it to this committee before the end of the year. 

 

The policy for the random security days will be as follows:

 

POLICY FOR EMPLOYEES:  The officers will be instructed that employees with current and valid ID Badges will be allowed to enter the east and west side doors at anytime and that they may enter the front door without being stopped until 8:00 a.m.

After 8:00 a.m. employees will need to remain in line at the front door or use a side entrance.

Every employee that has a current and valid ID Badge may enter the east and west side doors during working hours.  Any employee that admits a non-employee and/or an unauthorized employee through a side entry door may be disciplined. Cameras are recording.  This will be effective immediately, March 20, 2013.

 

Supr. Neumann reported that he spoke with the City of New London Chief of Police and Sheriff Hardel.  Sheriff Hardel actually conducts this type of training for Workplace Safety.  Clerk will ask Sheriff Hardel if he is available to meet with the committee at their April 10th meeting.

 

Resolutions, Ordinances or Correspondence

County Board passed the amendments to Ch. 2 of the Waupaca County Code of Ordinances, that all resolutions of legislative matters come before this committee and that all county agendas have a Public Comment section added to their agendas.

 

Operation of Low Speed Vehicles & Neighborhood electric Vehicles.  Restricting electric vehicles from roadways, this resolution came from the Highway Commissioner at the request of the City of New London and they will put this on next month’s agenda to speak with Dean Steingraber Highway Commissioner before they move this resolution forward.

 

Residency requirement.  Chr. Kussmann wanted to know if the Clerk/Coordinator Robbins will bring this information back to the committee in April.  This may be in the Governor’s budget to drop the residency requirement for any employee.

 

Clerk/Coordinator Robbins requested the committee for future agendas to revisit the entire chapter 1 and chapter 2 of the County Code of Ordinances to update any and all sections and to request that descriptions of standing committee duties be placed in the Code.  We could do this section by section.  Chair Kussmann agreed this would be a good idea to have this done prior to the organizational meeting in April of 2014.

 

Adjourn.  Motion:  Supr. Murphy moved and Supr. Gabert seconded the motion to adjourn the meeting at 9:35 a.m.  Chr. Kussmann declared the meeting adjourned.
