Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann, Dona Gabert and Terry Murphy.  A quorum was established.  Others present:  Corporation Counsel Jeff Siewert, Captain Todd Rasmussen, Sheriff Hardel and County Clerk/Admin. Coordinator Mary Robbins.

 

Agenda:    Motion:  Supr. Neumann and Supr. Murphy seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes of previous meeting - January 16, 2013.  Motion:  Supr. Gabert moved and Supr. Poehlman seconded the motion to approve the minutes of the previous meeting. The motion was carried without a negative vote.

 

Public Comment – No comments

 

Corporation Counsel Jeff Siewert.  Monthly report was distributed to all committee members.  Nothing new to report.

 

Clerk of Courts Terrie Tews-Liebe.  Terrie had to be in court today, she will attend next month’s meeting.

 

Reminder that we changed the meeting date to the 2nd Wednesday at 1:30 p.m. every month, in order to have any resolutions placed on the County Board agenda.

 

Security Issues.  Chair Kussmann asked Captain Todd Rasmussen to join the committee on the security at the courthouse.  Discussion on using the $15,000 budgeted transfer monies for courthouse security authorized by the Sheriff and not ordered by the Judge for special court cases.  They are agreeable to having a policy for employees to enter the east and west doors at anytime and that they may enter the front door without being stopped until 8 a.m., after 8 a.m.  employees will need to remain in line at the front door or use a side entrance.  Every employee that has a current ID Badge may enter the East and West side doors during working hours.  Any employee caught letting a non-employee/unauthorized persons enter through the side doors may face disciplinary action.  We will work with HR and Department Heads on the wording of this section of the policy.

 

Security cameras need to be recording and able to be viewed.  Check with Leighton Trice to see if this is the case.

 

Supr. Neumann spoke about the training that Jay Zempel, City of New London Assistant Chief about the safety-shooting in the workplace training.  Supr. Neumann said he would check with Sheriff Brad and New London Chief of Police about this training, perhaps the DHHS debriefing training could coincide with this type of training.

 

Resolutions, Ordinances or Correspondence

            Res. No. 32 Contingency Fund Transfer for security purposes in the amount of $15,000.  Motion:  Supr. Neumann moved and Supr. Poehlman seconded the motion to approve the resolution and forward on to County Board.  The motion was carried without a negative vote.

 

Legislative Committee requested that Corporation Counsel and County Clerk work to put together a policy to review resolutions, legislative in nature, not HR issues, any other resolutions forward to the proper committee or onto County Board.

 

Adjourn.  Motion:  Supr. Murphy moved and Supr. Gabert seconded the motion to adjourn the meeting at 10:15 a.m.  Chr. Kussmann declared the meeting adjourned.
