Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann, and Terry Murphy.  A quorum was established.  Others present:  Corporation Counsel Jeff Siewert and County Clerk Mary Robbins.

 

Agenda:    Motion:  Supr. Neumann and Supr. Murphy seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes of previous meeting, August 15, 2012.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to approve the minutes of the previous meeting. The motion was carried without a negative vote.

 

Corporation Counsel Jeff Siewert.  Mr. Siewert explained that we had an incident that showed up on 20/20 with Animal Haven Zoo selling tigers, Jeff has answered the complaint.

 

Resolutions, Ordinances or Correspondence.  Discussion on Standing Committees placing public comment on all agendas and the subject matter must pertain to an item on the agenda.  For concerns from citizens they should contact the committee chair to be placed on an agenda.

Motion:    Supr. Neumann moved and Supr. Poehlman seconded the motion to Amend Ch. 2 Rules of the Board, Rule No. 4, create Rule No. 4.4 to read all Standing Committee Agendas must have a Public Comment placed on the agenda, any comments must relate to a subject matter on the agenda and limits shall be controlled by the chair of the committee.  The motion carried without a negative vote.

 

Policy of this committee would be to limit parking lot to county business only and fund raisers must be related to county business only.  Forward this suggestion to Public Property Committee.

 

Res. No. 22 (12-13) Non-violent & Civil Rights Demonstration Laws & Prohibiting use of Excessive Force.  Motion:  Supr. Neumann moved and Supr. T. Murphy seconded the motion to forward this resolution to the Law Enforcement Committee and on to County Board for approval.  The motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to adjourn the meeting at 10:10 a.m.  Chr. Kussmann declared the meeting adjourned.
