Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann, present.  Martin Mares-excused, and Terry Murphy--excused.  A quorum was established.  Others present:  District Attorney John Snider, Clerk of Courts Terrie Tews-Liebe and County Clerk Mary Robbins.

 

Agenda:    Motion:  Supr. Neumann and Supr. Poehlman seconded the motion to approve the agenda.  The motion was carried without a negative vote.

 

Minutes of previous meeting.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to approve the minutes of the previous meeting, June 20, 2012. The motion was carried without a negative vote.

 

Preliminary Budget Reports.

               

District Attorney John Snider.  John Snider explained that the biggest continuing problem with budgets is the decrease in funding available.  Decrease in revenue of -7.10 and an increase in expenditures of 2.73% for an overall budget increase of 4.41%.  Motion:  Supr. Neumann moved and Supr. Poehlman seconded the motion to forward this budget to the Finance and Human Resources Committee for review.  The motion carried without a negative vote.

 

Clerk of Circuit Courts Terrie Tews-Liebe.  Terrie explained the crunch all of the offices are experiencing with the loss of revenues from the State, no loss in the amount of work however!  She will be losing -57.89% in revenue.  Overall reductions in revenues is 12.84% and then on top of that the trials are increasing with the Public Defenders.  C.O.C. over all expenditures is -2.04% and with the loss of revenues gives her budget an increase of 20.42% for 2013.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to forward this budget to the Finance & Human Resource Committee for further review.  The motion carried without a negative vote.

 

Judicial Courts – No one present.  Terrie distributed and explained as much as she could; because of the revenue shortfall their budget increased 17.40%.  They may need further explanation from the Judges at a later date.  Motion:  Supr. Neumann moved and Supr. Poehlman seconded the motion to forward this budget to the Finance & Human Resource committee for further review.  The motion carried without a negative vote.

 

Corporation Counsel Jeff Siewert.  Mr. Siewert is on vacation, but he did forward a copy to the committee members.  His budget shows an increase of 13%.  These programs have also taken quite a reduction in revenues.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to forward the budget to Finance and Human Resource Committee for further review.  The motion carried without a negative vote.

 

Public Comment procedures to the Rules of the Board.  Chr. Kussmann said that the Executive Committee has postponed the public comment until the next Executive Committee meeting.  After discussion Chr. Kussmann said that maybe the proper place for the Public Comment section would be on every committee agenda. 

 

Resolutions, Ordinances or Correspondence.  Clerk Robbins presented a frach sand mining resolution from Wood County; they are in favor of the industry.  At this time Planning and Zoning are dealing with non-metallic mining issues and doesn’t want to present a resolution for now, this is a very hot issue.

 

Discussion on Voter ID Resolution, no action taken, Chr. Kussmann will bring this up at Monday’s Legislative meeting in Mosinee.

 

Adjourn.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to adjourn the meeting at 10:20 a.m.  Chr. Kussmann declared the meeting adjourned.
