Chr. Kussmann called the meeting to order at 9:00 a.m. and gave the open meeting statement.

 

Roll call:  Dennis Kussmann, Mary Kay Poehlman, Dave Neumann, Martin Mares-excused, and Terry Murphy were present.  All members present.  Others present:  Corporation Counsel Jeff Siewert, Clerk of Courts Terrie Tews-Liebe and County Clerk Mary Robbins.

 

Agenda:    Motion:  Supr. Neumann and Supr. T. Murphy seconded the motion to approve the agenda with the corrections of removing election of officers and safety and security.  The motion was carried without a negative vote.

 

Minutes of previous meeting.  Motion:  Supr. Poehlman moved and Supr. Neumann seconded the motion to approve the minutes of the previous meeting. The motion was carried without a negative vote.

 

Reports.

                Corporation Counsel Jeff Siewert.  Mr. Siewert said that the State Public Defenders are requesting more appeals to court cases and trials as he had predicted they would with the new fee schedule.  Child Support and Economic Support some counties have gone to county consortiums to provide this service, there has been some good feedback on this option.

 

                Clerk of Circuit Courts Terrie Tews-Liebe.  Mrs. Tews-Liebe stated that they are very busy in their office, she is covering for a staff on maternity leave and now there may be some medical leave coming up with a staff member.  They continue to be a very busy office.

               

Amend Ch. 2 Code of Ordinances to add Public Comment procedures to the Rules of the Board.  Chr. Kussmann discussed the reasoning for having a public comment on the agenda to give the public a chance to be heard.  The Executive Committee referred this back to Legislative & Judicial Committee to revise and simplify the format.

 

Committee reviewed different formats and asked the Clerk to revise the Public Comment form to have the person wishing to speak to deliver the form to the Clerk prior to the beginning of the meeting and to put rules in that the person should follow.  1.  Refrain from any and all personal and/or derogatory comments; 2.Direct all comments and question to the chair; 3.  Avoid repetitive testimony; 4.  Chair will set a time limit and decide if person is out of order; and 5.  The topic must be an agenda item.  Clerk will draft a new form and e-mail/send to all members and the Co. Bd. Chr. for review prior to taking to the next Executive Committee.

 

Resolutions.    No resolutions present for today.  Chr. Kussmann said there may be one coming in the near future to change the Recall law, that you can only call one for malfeasance in office of the elected official.

 

Adjourn.  Motion:  Supr. Neumann moved and Supr. T. Mares seconded the motion to adjourn the meeting at 9:55 a.m.  Meeting adjourned.
